Description
NA Design and construct a new two story training building, one story vehicle maintenance shop and unheated storage warehouse. The vehicle maintenance shop will house unit organizational maintenance activities and a full time Area Maintenance Support Activity (AMSA). The buildings will be of permanent construction with reinforced concrete foundations and floor slab, structural steel framing, masonry veneer exterior walls, built-up and standing seam metal roofs, simple, durable and efficient mechanical and ele ctrical systems. Energy savings technology will be integrated into electrical systems. The training and maintenance facilities will be protected with fire and intrusion detection alarm systems. Supporting facilities include site preparation, paving, fen cing, site improvements, and extension of utilities to serve the project. Force Protection (physical security) measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. B erms, heavy landscaping, and bollards will be used to prevent access when standoff distance cannot be maintained. This project will provide a 400 member training facility with administrative areas, classrooms, library learning center, assembly hall, kitch en, arms vault, and unit storage functions for six Army Reserve (AR)units. The maintenance shop will provide space for training to accomplish organizational maintenance and general support (rebuilding of major logistical components) by AR units. The unhe ated storage warehouse will provide space to store items in the unit's MTOE that do not require heat or cooling. The project will also provide space for AR soldiers to administer and receive required physical exams as well as provide valuable training whi le reducing outside medical expenses. The project will provide adequate parking space for military equipment park (MEP) and privately owned vehicles (POV). The design is to be consistent with a silver rating for Sustainable Design for Military Facilities (ETL 1110-3-491). It is the responsibility of the design build contractor to perform a sustainable design analysis. This is a request for proposal that will be evaluated (in descending order of importance) on (1) experience of the prime contractor, desi gn contractor and subcontractors (2) key personnel assigned to this project (3) past performance of the construction firm, design firm and subcontractors (4) price proposal and (5) technical approach. Proposals received from this solicitation will be eval uated for best value and not necessarily on low price. This project is available on compact disk or can be download from the web. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requireements are 486 based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
