- NA The US Army Medical Command (MEDCOM) has a requirement, solicitation number DADA10-03-R-0022, for HIV testing (identification of HIV-1 antibody) of specimens provided by civilian applicants for military service and other selected populations. The contract or shall conduct testing with state-of-the-art procedures, products, and equipment for initial screening, repeat screening, and additional confirmatory testing. The contractor shall provide all management, supervision, labor, training, transportation, equ ipment and materials necessary to provide these services in accordance with the PWS, as well as FDA and industry standards. The contractor must render all services by facilities and individuals fully qualified by Federal, State, and local laws. Laborator y(s) shall hold all required licenses and accreditation in accordance with federal statutes and implementing regulations, including those of the state in which the laboratory is located. The customer for this requirement is the US Military Entrance Proces sing Command (USMEPCOM), and consists of 65 MEPS stations in the United States (to include Alaska and Hawaii, and Puerto Rico). The base contract period will be from October 1, 2003 through September 30, 2004 with four one-year options through September 3 0, 2008. Scope of Work: The contractor will receive approximately 35,000 specimens monthly for initial screening. Contractor Furnished Property and Services: Parts and Materials. The Contractor shall identify, collate, and ship sufficient supplies to ea ch MEPS to allow them to continuously collect, process, and ship specimens by overnight courier service (provided by the contractor). Further, the contractor shall provide help desk/technical support and automation equipment (Equipment and instrumentation necessary to computerize data entry, complete testing, store sample(s), store scanned screening records, photocopy paperwork, transfer data, manage operations, and compile and store automated files according to contract requirements). The North American Industrial Code System (NAICS) code is 621511. This requirement will be solicited as full and open competition (see note 22). Each large business offeror shall submit a Subcontracting Plan as part of the proposal. The solicitation will be issued on or about April 10, 2003. A pre-proposal conference will be held, the date, time and location of which will be provided in the solicitation.
