Description

The solicitation for this notice will be available from download from this web site on or about April 14, 2003. TELEPHONE REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. The contractor shall provide all tools, materials, equipment, transportation, labor and supervision to rehabilitate the Wetlands Acadian Cultural Center's Hydraulic Elevator (two-story building, two stop). Work includes, but is not limited to, improving ADA compliance as much as possible: enclosing top of the hoistway with fireproof materials: installing pit ladder and sealing concrete containment pit: inspect and recondition buffer assemblies as required: rehabilitating elevator rail and guide assemblies: correcting electrical and wiring faults and code violations: replacing elevator controller equipment, with non-proprietary controller with on-board diagnostic system: install and connect fire protection system components: replacing car operating control panel and position indicators: installing firefighter I and II operation functions: replacing deteriorated door assemblies: replacing interior cab finishes and fixtures: replacing hydraulic pump assembly:... Work is to be preformed at the National Park Service, Wetlands Acadian Cultural Center located at 314 St. Mary Street, Thibodaux, Louisiana, 70301, which is located in LaFourche Parish, Louisiana. The solicitation will be issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures as outlined by the Federal Acquisition Regulation (FAR), Part 13. The anticipated range for this project is expected to be between $25,000 and $100,000.00. The applicable North American Industry Classification System (NAICS) code for this project is 235950, Building Equipment and Other Machinery Installation Contractors, SIC code 1796, with a size standard of $12 Million. The government may award a contract to the offeror whose quotation package represents the best value offered to the government. Along with price, quotation packages will be evaluated on non-cost factors that include: (A.) acceptability of quotation package (B.) offeror's past performance history and (C.) technical merits of the quotation package. Award may be made to other than the lowest offeror. The government reserves the right to reject any or all offers if such action is in the best interest of the government. For evaluation purposes all non-cost evaluation factors and significant subfactors when combined are considered to be approximately equal to priced related factors. The solicitation will be issued as unrestricted with no small business set-asides pursuant to FAR Part 19.10, Small Business Competitiveness Demonstration Program. Two separate site visits have been scheduled for this project to review the work site and review the specifications. The first site visit has been scheduled for Wednesday, April 23, 2003 at 10:00 AM. The second site visit has been scheduled for Tuesday, April 29, 2003, also at 10:00 AM. The work site is located at the National Park Service Wetlands Acadian Cultural Center, 314 Saint Mary Street, Thibodaux, Louisiana, 70301. It is imperative that all contractors wishing to quote on this project attend one of the site visits. It would be virtually impossible to submit a competitive offer for this project without seeing the site.
