Description
The U.S. Geological Survey, Center for Aquatic Resource Studies, in Gainesville, Florida, Section intends to award a non-competitive purchase order via request for written quotation to the University of Kansas at Lawrence, KS, to create niche models for approximately 80 species of fish that will aid in assessment of risk of establishment for each species. To generate the niche model, an advanced neural expert algorithm or Genetic Algorithm for Rule set Prediction (GARP) is used. The result is a niche model which describes a species' niche in multidimensional niche space. Ultimately, the model will be used to predict invasive species threats using the GARP predictive niche modeling method. The work is to be completed by 12/27/2003. The anticipated award date is 4/30/2003. The proposed contractor offers unique qualifications in the following areas, which are considered essential to the requirement. These unique and essential qualifications of this contractor are (1) that they have a recognized expert on fishes on staff with knowledge of biogeography of species and ability to recognize patterns of introduction and invasion around the world; (2) this expert has experience with GARP models and necessary equipment and software to create niche models; (3) they have on staff a graduate student who is able to translate Chinese literature sources for occurrence points for species native to China; and (4) they have unique access to relevant literature and occurrence records due to location inside natural history museum. There are no other known sources with precise knowledge and experience with mathematical modeling and biological knowledge of fishes required to perform this research. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determination to compete this requirement is solely within the discretion of the Government.
