Description
This procurement is set aside 100% as an 8A Competition and shall be limited exclusively to qualified 8A firms that exist in the SBA Washington DC Metropolitan area (0353) District. This is a follow up to the 25 October 2002 sit-visit held at the Bureau of Engraving & Printing. This a an OMB Circular A76 competitive action necessitating competition. The applicable NAICS code is 541219 and the associaed small business size standard is $7 million. The Bureau of Engraving and Printing, Washington, DC, shall utilize a Two-Step Sealed Bid Method authorized under FAR 14.503 with a Firm Fixed Price contract amount with Annual Award Fee to be specified in Schedule B, if the competition should result in a contract. The services required are ACCOUNTS PAYABLE support service (a commercial type service), using the two-step method. UNPRICED Technical Proposals shall be submitted and will be evaluated in STEP 1 of the Two-Step proces in accordance with Section M Evaluation Factors. Evaluation shall include all factors and subfactors. Pricing information shall be solicited in STEP 2(Call for Bids). The date, or date and hour, by which the proposal must be received is set for no later than the 20th of FEBRUARY 2003 at 3pm in the Contracting Officer's Office at the Bureau of Engraving and Printing located at the address below. In STEP 2 of the process, only fully priced bids based upon technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award; and each bid in the STEP 2 must be based on the bidder's own technical proposals as originally submitted. Offerors/bidders should submit proposals that are acceptable without any additional explanation or information, and the Government may make a final determination regarding a proposal's acceptability solely on the basis of the initial technical proposal as submitted, and the Government may proceed to STEP 2 without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to the offeror/bidder upon completion of the proposal evaluation and final determination of unacceptability by the evaluation team. Only one technical proposal may be submitted by each offeror/bidder. This is an OMB A76 Steamlined competition. Be sure to review the PWS in the solicitation, Section C and all Technical Exhibits.
