Correction: The date stated in the 3 February 2003 synopsis for receipt of technical proposals (step 1) is 5 March 2003 and NOT 20 February 2003 as previously indicated in the body of the synopsis. The solicitation itself is Correct, the synopsis indicated the wrong date. All other requirements are unchanged. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (04-FEB-2003). IT ACTUALLY FIRST APPEARED ON THE FEDBIZOPPS SYSTEM ON 28-MAR-2003.
