Description

The United States Department of Agriculture, Agricultural Research Service, intends to make a firm-fixed price sole source award of Phase 2, Security Access Control System, at National Soil Tilth Laboratory, Ames, Iowa, to Control Installation of Iowa. This non-competitive action is being issued by ARS, under the authority of Federal Acquisition Regulations Part 6.302-1(1) 41 U.S.C. 253(c)(1) and (4) When the agency head has determined in accordance with agency's standardization program that only specified makes and models of technical equipment and parts will satisfy the agency's needs for additional units or replacement items, and only one source is available. Phase 1 of the Security Access Control System was awarded to Control Installation of Iowa, Inc., in Year 2002; whereupon, the Andover Control System was installed. Phase 2 will divide the building into zones generally based on the location of existing fire doors. These zones separate the building into two zones per floor. Elevator control is included in Phase 2 . This phase will provide improved fire protection during non-working hours, will limit individual access to specific areas of the building, will provide intruder control and will improve safety during severe weather situations. This is not a request for competitive quotes; however, all information received within ten (10) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
