Description

The National Oceanic & Atmospheric Administration (NOAA), Aeronomy Laboratory (AL) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with the University of Washington for the design and construction of a system of aerosol optics instrumentation capable of measuring sub-micrometer, low relative humidity ("dry") light scattering and absorption coefficients at 3 wavelengths (450nm, 550nm & 700nm) and light scattering as a function of relative humidity (RH) at one wavelength (550nm). This instrumentation will be designed to fit and operate in a wing-mounted pod of a NOAA WP-3D aircraft and will be tailored to provide the optical data desired by NOAA for the upcoming New England Air Quality Study, scheduled for Summer 2004. In addition, the University of Washington will design and construct an optical extinction cell (OEC) for measuring the ambient aerosol extinction coefficient to be deployed on the NOAA R/V Ronald H. Brown during the 2004 study. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far/ .
