Description
The Health Resources and Services Administration (HRSA) is soliciting proposals in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations (FAR). The purpose of this procurement is to assist the HIV/AIDS Bureau of HRSA to examine key fiscal issues related to the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act that impact on CARE Act grantees. The contractor shall: 1. Conduct a comprehensive review (including program policy and procedures) of the three statutory requirements, Congressional intent, and policy and programmatic challenges encountered by HAB, grantees, and their sub-grantees in implementing the requirements. 2. Establish a mechanism to gather information from grantees and other key stakeholders regarding whether the three statutory requirements have worked to the benefit of HIV-infected individuals and their care providers by ensuring sufficient Federal, State, and local resources. 3. Identify possible strategies for overcoming the challenges through proposed changes in the legislation regarding the three statutory requirements, further development of policy and programmatic guidance, or provision of technical assistance (TA). Assess the likely impact of legislative changes, policy and programmatic guidance, or TA on the ability of HIV care providers to meet the care needs of people living with AIDS. THE SOLICITATION is attached to this web posting. ALL QUESTIONS about this requirement must be submitted by email to abroider@hrsa.gov no later than 3:00 PM local prevailing time on March 27, 2003.
