Description
It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with the United States Cochrane Center, c/o Brown University, Office of Research Administration, Providence, Rhode Island 02912, to provide the Library with systematic identification of randomized and controlled clinical trials from manual searching of selected biomedical journals and related literature and referring this information to the National Library of Medicine for incorporation into the Library's online public databases. The services of experienced and well-recognized experts in research study methodologies as well as search strategy development and testing are required for this project. The United States Cochrane Center has been designated the coordinator of biomedical literature activities for members of the Cochrane Collaboration, a worldwide effort aimed at identifying reports of randomized and controlled clinical trials and synthesizing the results of these studies in the format of systematic reviews. There is no other collaborative effort as comprehensive as that of the Cochrane Collaboration for identifying randomized and controlled clinical trials. The Cochrane Collaboration produces their own controlled trials register, called CENTRAL. NLM wants to utilize the expertise available and the work already in progress within the Cochrane Collaboration for enhancing NLM's MEDLINE database. The United States Cochrane Center, as coordinator of the Cochrane Collaboration effort, have developed unique methods for identifying Randomized Controlled Trials (RCTs) and Controlled Clinical Trials (CCTs) as reported in the medical and health services research literature and have a model system in place for coordinating these activities within the Collaboration. The United States Cochrane Center is therefore uniquely qualified for this project. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
