Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives, intends to procure gas analysis racks (qty 6 ea). Gas analysis racks measure heat release rate (oxygen consumption calorimetry). The racks are commercial items to be procured on a firm fixed-price basis. This is RFQ 330100000082SQ. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial Items, (b) FAR 52-212-3 Offeror Representation and Certifications Commercial Items, (c) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (d) FAR 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. The solicitation documents and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This requirement is a 100% small business set-aside. Responses will be accepted only from qualified small businesses under North American Industry Classification System (NAICS) code 334519. The applicable small business size standard is 500 employees. To obtain a copy of the gas rack specifications, e-mail a request to James.Huff@atf.gov. Shipping must be FOB Destination to Maryland, 20705. Delivery must be no later than May 29, 2003. The significant evaluation factors in order of descending value are (1) product technical quality, (2) offeror past performance and (3) price. Award will be made to the offeror that provides the best value to the Government. Award will be made utilizing the simplified acquisition procedures under FAR Part 13. Offerers must be registered with the Central Contractor Registration (CCR) to receive payment. The CCR web address for registration: http://www.ccr.gov. Written quotes must include price, best delivery terms, product literature that lists specifications, and the offerors best commercial warranty.
