Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F2LMCA23400100. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-12 and DFARs Change Notice (DCN) 20030214. This acquisition is Unrestricted. North American Industry Classification System (NAICS) IS 334516. This acquisition includes Contract Line Item Number: CLIN 0001, One (1) each, Microtruder Model #RCP-0625, Extruder, Mfr: Randcastle Extrusion Systems, or equal. The basic requirements for this bench-mounted laboratory-sized polymer extruder which feeds the wire-coating devise is a follows: (a) a 5/8-inch diameter barrel with a 24:1 working L/D, (b) Heat-treated screw designed for pellets less than or equal to 0.165-inch major dimension with at least one re-circulating mixing section to allow extrusion of polymer blends or filled polymers, (c) High temperature heaters capable of at least 400 degree C continuous operation regulated to plus or minus 3 degrees centigrade with associated thermocouples and heater controllers, (d) Pressure gauge and rupture disc, (e) Worm gear drive system, and (f) Control panel housing all relevant controllers and sensors. CLIN 0002 ? One (1) each, Pressure Gauge, Model #GF 10,000, Mfr: Randcastle Extrusion Systems or equal; CLIN 0003 ? Two (2) each, Extruder Screws, Model # DRM1/2, Mfr: Randcastle Extrusion Systems or equal. CLIN 0004 ? One (1) each High Temperature Heaters for 400 degrees C operation, Model #MFH-625, Mfr: Randcastle Extrusion Systems or equal; CLIN 0005 ? Wire Coating Line Apparatus, Model # RCP-0625/CD /BWT /C/AW/UN, Mfr: Randcastle Extrusion Systems or equal. The basic requirements for the wire-coating device are as follows: (a) Adjustable width/rate traverse winder with plus-minus 5 percent torque control, (b) Two-wheel capstan with adjustable line speed, (c) Crosshead wire coating die, either fixed or adjustable, capable of uniformly coating (both axially and radially) a 2 or 3 mil wire (breaking strength of 15 grams) with 30 mils, ;ous or minus 1 mil, or Ultem (polyetherimide) polymer, (d) At least one die pin and tip capable of making the coated wire described in (3), (e) Low tension unwind capable of handling wire described in (c). The contract being contemplated is a firm-fixed price contract. No hard copies of the RFQ, or portions there of will be provided. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000). Provision 52.212-1, Instructions to Offerors--Commercial; clause 52.212-4, Contract Terms and Conditions--Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders--Commercial Items (to include: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate 1; 52.219-4, Notice of Price Evaluation Preference for HUBZone Small business concerns; 52.219-8, Utilization of Small Business Concerns; 52.222-26, Equal Opportunity; 52.225-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on special Disabled Veterans and Veterans of the Vietnam Era. DFAR clause 252.2127001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items applies. Applicable DFAR clauses cited in 252.212-7001 are: 252.225-7001, Buy American Act and Balance of Payments Program; 252.247-7024, Notification of Transportation of Supplies by Sea.); clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; clause 52.212-2 Evaluation--Commercial Items, the following factor shall be used to evaluate offers: Lowest Technically Acceptable Offer. The government will award a contract resulting from this RFQ to the responsible offeror whose quotation conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offeres: Price, Technically acceptable, and Past performance, with Technically acceptable and past performance being more important than price. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the Contract Specialist to receive a copy.
