- The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) intends to negotiate with only one source under the authority of FAR 6.302-1 using Simplified Acquisition Procedures (SAP) to attend and participate in the 3rd International Wildland Fire Conference and Exhibition to be held in Sydney, Australia, in October, 2003. The Government believes that the only responsible source capable of satisfying the agency requirement is Tour Hosts Pty Ltd, Level 4, 66 King Street, GPO Box 128, Sydney, NSW 2001, Australia who is serving as the conference coordinators. A justification for other than full and open competition has been prepared in support of this acquisition. The following statement of work applies to this requirement: 1. General Requirement. The Bureau of Land Management (BLM) at the National Interagency Fire Center (NIFC) plans to attend and participate in the 3rd International Wildland Fire Conference and Exhibition as a Silver Supporter. The Silver Support option includes receiving the full papers for future reference in the form of a CD ROM from the technical program as published and provided to all delegates and speakers and the following: (a) Recognition as Silver Supporter on all printed Conference material such as the second announcement, call for abstracts, registration brochure, and Conference Week Program; (b) Acknowledgment as Silver Supporter on the official Sponsorship acknowledgment board; (c) Two complimentary tickets to Ambassadors and Supporters "thank you" cocktail party (key representatives from Committee, Ambassadors, and Supporters in attendance); (d) Organization brochure (maximum 4 x A4 pages) to be inserted in all delegates' satchels (Government to supply material); (e) Organization logo displayed on the Wildland Fire 03 website with a link to the organization's own website; (f) Organization "blurb" included in Proceedings content; (g) Organization logo printed on Proceedings cover, on the CD, and in the content; (h) Organization advertisement on back cover of the CD ROM. 2. Exhibit Space. The BLM will rent a shell scheme stand exhibit space, approximately 6.00 sqm x 3.00 sqm, equal to 18 sqm, at the Bayside Banquet Hall, Sydney Convention and Exhibition Center. Rental fee shall include exhibitor registration for two BLM representatives and include the following: morning and afternoon teas, daily lunches, Conference satchel, delegate list, exhibition manual, exhibitor listing in the Conference Program, and one ticket to the Welcome Reception. An exhibition manual outlining all the exhibition details shall be forwarded to BLM at least three (3) months prior to the exhibition. The estimated value of this simplified acquisition is less than $55,000.00. No Request for Quotation (RFQ) will be issued and no response will be made to letters or telephone requests for a copy of the solicitation. This is not a request for competitive quotes, but serves as a procurement notice to fulfill public posting requirements in accordance with FAR 5.101(a)(1). This requirement is unrestricted and the NAICS code 561920 applies. Responsible firms believing they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer referencing action item #RAQ032304. However, they must provide supporting evidence they can furnish the requested items at a cost that will not exceed the total estimated transaction cost. All responses will be fully considered. If no affirmative responses are received by March 20, 2003 to the effect that a comparable source exists, an order will be placed with Tour Hosts Pty Ltd for the requirements stated here.
