Description
NASA/MSFC plans to issue a Request for Offer(RF0) for Occupational Medicine and Environmental Health Services. The contract will be a Performance Based Firm Fixed Price/Requirements Contract. The contractor shall provide necessary management, supplies, materials, and personnel (not otherwise provided by the Government) to provide Occupational Medicine and Environmental Health Services for MSFC. Performance of the contract will be on-site. Services will include emergency, therapeutic, preventive medicine, environmental health, special medical services, and health services, and ambulance services for MSFC employees. The Government will provide to the contractor for onsite use, property including facilities, office equipment, such as desk, chairs, and work benches; and support services such as reproduction, taxi/bus, janitorial, telephones, and such other institutional type services as may be required. The Government does not, however, provide Information Technology(IT) support for the contractor's administrative requirements such as accounting, payroll, personnel, and other management information systems. The planned period of performance will be a one-year base period with four additional one year options. Subcontrating Goals: For the purpose of developing subcontracting baselines, percentage goals of 40 percent for Small Business(SB) concerns, 8 percent for Small Disadvantage Business (SDB), 4 percent for Women Owned Small Business, 2 percent for Historically Underutilized Business Zone business, 1 percent for Veteran Owned Small Business (VOSB) and .5 percent for Historically Black Colleges and Universities/Other Minority Institutions (HBCU/OMI)of the total contract value have been established for this requirement. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 621496(Medical)/541620(Environmental) and 1.2M/5.0M, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 2001-12. All qualified responsible sources may submit an offer which shall be considered by the agency. OCCUPATIONAL MEDICINE AND ENVIRONMENTAL HEALTH SERVICES (OMEHS) FOR THE MARSHALL SPACE FLIGHT CENTER SCHEDULED FOR MARCH 25, 2002 ADVANCE INFORMATION REGARDING ACCESS TO REDSTONE ARSENAL Due to security requirements at Redstone Arsenal and the Marshall Space Flight Center (MSFC), the following procedures shall be followed in order to gain access through the Arsenal gate and to MSFC for the Site Visit planned for March 25, 2002. 1. Interested companies shall submit an advance list of attendees (see number 6 below) by 11:00 a.m., March 20, 2003 in order to gain access. Attendance will be limited to 4 participants from each company. Attendees shall be on the pre-registration list to gain access to the Arsenal. If an individual is not on the list (and does not have a valid badge), the Government reserves the right to deny access to Redstone Arsenal. Foreign nationals or representatives of foreign-owned companies shall submit a list of attendees by March 12, 2003. 2. All attendees shall have one form of photo identification. Attendees, who are driving a vehicle, shall also have a valid driver?s license, proof of automobile insurance, and car ownership or rental agreement available prior to arriving at the Arsenal gate to show Arsenal Security Guards. 3. Foreign nationals or foreign-owned companies with either foreign national or U.S. citizen representatives shall submit information per number 6 below. Foreign national visitors should be prepared to present passports upon arrival at MSFC. Foreign nationals or U.S. citizens representing foreign-owned companies will be assigned an escort. 4. Arrangements will be made to pick up visitor's badges in the lobby of Building 4312. Access to bldg?s 4249, 4646, and participation in the site visit requires either a valid badge or a visitor's badge. 5. The total time frame of this briefing and site visit is expected to be 8:00 a.m. to 12:00 p.m. 6. Attendees shall submit the advance list by 11:00 a.m. March 20, 2003, to include the information identified below.
