Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 0032216 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Gene Codes Corporation, 640 Avis Drive, Suite 300, Ann Arbor, MI, 48108 for the purchase of eleven (11) copies of Sequencher FQA 4.0 Forensic Version (Windows); a commercially available sequencing analysis software. At a minimum, the requested software must: (1) be in a Windows format, (2) accept data files from a PE ABI sequencing platform, (3) assemble to a wild type reference sequence, (4) assemble sequence data without any manipulations by user, (5) perform alignment of multiple sequences, (6) indicate regions of misalignment and flag sequence differences between user-specified reference sequences, (7) enable viewing of electropherograms (graphical data) and simultaneous editing of the sequence files, (8) enable printing of electropherograms and of layouts comparing sequences, (9) enable the export of data as differences from a known reference sequence without intermediate transcription by the user, and (10) be able to open Sequencher projects created in Macintosh format. The proposed contract action is for software and maintenance fees covering the next five years for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. FOB Destination is FBI Headquarters, Washington, DC, 20535. This is not a request for competitive quotes. However, all compliant quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Terms (Jan 1999); FAR 52.212-3- Offeror Representations and Certifications - Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #0032216 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all responses received by March 19, 2003 at 4:00pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed offers will be considered. Compliant quotes can be faxed to (703) 632-6370. Quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone requests will not be honored.
