Description
This is a combined synopsis/solicitation under the FAR, Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ). The NAICS for this solicitation is 337214 with a small business size of 500 employees. The solicitation document, incorporated provisions, and clauses are those in effect through FAC 12. The COR on this project for technical information is Mike Allen, 760-873-2405. Quotes must be received on response date by 4:30pm ......................................................... *CLIN01a* 3 EA DISPATCH CONSOLE FURNITURE UNITS or *CLIN01b* 4 EA DISPATCH CONSOLE FURNITURE UNITS. Only one of the above line items will be awarded. Determination of which line item to be awarded will depend on the layout of the consoles being provided. More than one quote/layout may be submitted. *OPTIONAL ITEM02* Static dissipative laminate on keyboard countertop, grounded FOR EACH DISPATCH CONSOLE ordered. ..................................................... The intent of these specifications is to purchase Dispatch Console Furniture for use by the United States Department of Agriculture, Forest Service, Inyo National Forest, Dispatch Center, Bishop, California. An Adobe Acrobat Drawing is available as a separate .PDF document. OVERVIEW The Dispatch Section is staffed 12 hours per day, 7 days a week with a minimum staff of two (2) personnel on duty during each shift, with the capability of up to six (6) personnel on duty at one time. Vendor to provide console furniture that has two independently adjustable countertops to house: 1) CAD, Radio and telephone monitors and related hardware; and 2) Computer keyboards and dispatcher work surface. Consoles must allow dispatchers to work in a sitting or standing position and must have ample adjustments to meet or exceed anticipated federal ergonomic requirements. The electronic hardware within the furniture must be secured. Electrical wiring must be concealed to prevent accidental contact or disconnection. ERGONOMICS While ergonomic standards have not yet been formally established, the following specifications are considered to conform to proposed requirements: The console furniture in this specification must provide independent vertical adjustment of both the countertop containing the monitors and the countertop containing keyboards and wiring surface. Vertical adjustment is to the extent that a dispatcher can comfortably operate equipment from any position ranging from fully seated to fully standing. Monitors are arranged within easy and adjustable reach of dispatchers. Electronic hardware shall be able to be rebooted without a person having to crawl under the console to access control switches. WIRING REQUIREMENTS Electronic components within the consoles must be secured. The console furniture must provide the ability to securely house internal electronics or CPUs. CPUs should be housed within cabinets integral to the console furniture. Electrical and communications wiring should be concealed and secured to the greatest extent possible to prevent accidental contact with wiring or accidental disconnection. It is not deemed acceptable to have coiled wiring on the floor to accommodate the vertical adjustment of countertops, as it can become entangled with other items or come in accidental contact with employees. SEISMIC REQUIREMENTS All new dispatching facilities must meet seismic requirements. Consoles must be capable of being anchored to the floor. Electronic components within the consoles, particularly CPUs, must also be secured. Installations where CPUs are free-standing on top of the console countertops pose a potential danger for the employees in the event of a seismic emergency. Other installations where CPUs are placed unsecured on the floor of the dispatch office provide no seismic integrity and also expose unsightly and unsafe wiring. In order to meet seismic requirements, CPUs should be housed within cabinets integral to the console furniture. VENDOR?S INFORMATION Vendors will provide photographs and detailed CAD or technical drawings of the Dispatch Consoles and the proposed layout when submitting their quote. Consoles are to be arranged in such a way as to allow for ample movement throughout the location and be ADA compliant. A copy of the building specs is uploaded separately. Vendors shall provide a list of three (3) facilities in which their product is installed and in use. Offeror(s) shall be the manufacturer, authorized dealer, or certified as fully trained to install, operate, repair, maintain, and service the product for which a quote will be provided. The Contractor shall be responsible for obtaining all permits and licenses necessary to perform the work of this contract in the State of California and for all laborers and subcontractors. SPECIFICATIONS 1.0 Adjustable Countertops ? Electronic Monitors and Keyboards 1.1 Console furniture unit to be in a corner configuration, at or approximating a 90 degree angle, in a cockpit design. The consoles are to be free standing, self supportive and not dependent on panel partitions as part of the support structure. The monitor countertop will measure a maximum of 83? x 83? with an overall ?footprint? on the floor of not more than 90? x 90? including panel partitions. Monitor countertops to accommodate up to five 21? monitors (not flat screen) or four 21? monitors and one standard electronic rack housing for extra equipment. The console furniture to be a total lift solution and simultaneously lift all associated monitors, CPU?s, keyboards and mouse devices from a seated to standing position. 1.2 Minimum lifting capacity of monitor countertop ? 1500 lbs., required providing a total lift solution. 1.3 Minimum electric vertical adjustment of monitor countertop from 29? to 45? (16? range). 1.4 Minimum electric vertical adjustment of keyboard countertop, independent of monitor countertop, to be 13?. 1.5 Minimum lifting capacity of keyboard countertop ? 150 lbs. 1.6 Vertical adjustment of monitor and keyboard countertops to be provided by DC (direct current) motors to provide optimum start up power and longevity. Monitor countertop to be vertically adjusted by at least two DC motors. Vertical adjustment of keyboard countertop to be provided by a single DC motor. Each console to contain one AC (alternating current) to DC (direct current) rectifier and transformer with UL (Underwriter?s Laboratory) approval rating of 120 VAD/60 Hz at 3.5A. Each motor will be equipped with overload protection and an automatic reset. 1.7 Static dissipative laminate on keyboard countertop, grounded (to be quoted as an option). 1.8 Countertop composition to be minimum 1? 50 lb./ft fire retardant and moisture resistant particleboard with WilsonArt brand .048? high-pressure laminate. 1.9 Horizontal adjustment (forward) of either two 21? monitors or one 21? monitor and one standard electronic rack housing for extra equipment. 1.10 Keyboard countertops of the radio dispatch furniture will measure a maximum of 22? in depth and form to the cockpit configuration of the monitor countertop. The keyboard countertop will accommodate two keyboards, three mice, one telephone handset, one telephone keypad and personal environment system with sufficient work area remaining to comfortably write and maintain documentation. 2.0 Electrical Wiring Management 2.1 A horizontal cable channel, minimum 18 gauge, 3? x 3?, to each CPU compartment from adjacent countertop work surfaces. 2.2 A hinged cable management arm with removal cover caps, minimum 18 gauge, with removable covers, to contain all electrical and communications cables as the table moves from a seated to a standing position. Radio dispatching furniture to be provided with one such cable management arm 1.5? x 6?. Looped wiring on the floor to accommodate cable management as the countertop moves is not acceptable. 2.3 A sensor safety bar, minimum 28? wide x 3? deep, located under the keyboard countertop, for the purpose of shutting off the power to electrical motors when in contact with a dispatcher?s leg or chair arm or other object. 2.4 CPU compartments, mounted under the monitor countertops, minimum 20.5? deep x 20? wide x 19.75? high, to house two CPUs per compartment. Compartment to contain removable doors to provide quick access to CPU hardware. Composition of compartment to be minimum 18-gauge sheet metal with adequate ventilation to the CPU units. CPU compartments must be integral with console furniture and must be secured. Compartments must provide for internal securing of CPU units. Radio dispatching furniture to contain three CPU compartments capable of housing six CPUs. 2.5 All wiring integration between adjustable countertops, CPU cabinets and all associated hardware to be secure and concealed to prevent accidental contact with wiring or accidental disconnection of equipment. 2.6 Dedicated power distribution bars for radio (radio dispatching furniture only), telephone, CAD (computer assisted dispatch) hardware in a configuration that provides a remote switch within the dispatcher?s immediate reach for independent rebooting of systems by the dispatcher in a seated position without exposing hardware. Each electronic system on each console will be equipped with such a UL approved bar, consisting of six outlets per bar, and a minimum 15? power cord. 2.7 A safety device will disable all table movement when a horizontally adjustable component (i.e., ?touch screen? monitor) is not in the ?stored? or ?not in use? position. 3.0 Housing and Framework 3.1 Housing and framework must be of sufficient strength to prevent sagging or deflection and capable of sustaining the accumulated weight of monitors, CPUs and associated hardware. All frameworks will be painted, or powder coated, with a durable finish. 3.2 Entire laminated surface of console to be supported by a minimum 1? x 2?, 16 gauge tubular frame, capable of eliminating any surface deflection. 3.3 Top tubular frame supported by a minimum 12 gauge, 5? x 5? and 6? x 6? support structure, or equivalent. 3.4 3/16? cold rolled sheet metal foot with top accessible levelers, minimum 3/8? 16NC thread, capable of anchoring to the floor. 4.0 Partitions and Personal Environment ? Dispatching 4.1 Partition panels between consoles, minimum 2? panel thickness for the purpose of sound dissipation, and have an acoustical rating of not less than .80 NRC. The panel partitions must have the ability to be purchased separately and are not to be an integral part of the console furniture design. 4.2 Panel height must be within 41? to 51?, including an 8? top section in acrylic composition to provide seated eye contact with the adjacent dispatcher. 4.3 Upholstered pop-out section with quick release fittings to provide open frame height clearance of 35? to the rear of the console furniture for access for electrical repairs and maintenance without interfering with dispatcher. Quick release fittings to contain recessed handles. 4.4 PVC kick plates required to protect the bottom edge of the panel partition and to provide cable raceway channels for electrical and communications cables. 4.5 Each console to be equipped with a minimum of one free standing, gooseneck arm, halogen task light with a dimmer. The flexible gooseneck arm will be a minimum of 14? in length. 4.6 Console furniture must provide individual environmental temperature air control systems as an option. This must be field adaptable at a later date. 4.7 Each console position will include: one padded wrist rest, one padded mouse pad and one adjustable footrest. 5.0 Storage 5.1 Each console will be equipped with a free-standing, mobile storage pedestal. The pedestal will be 16? wide, 19? deep and 20? high and be equipped with four casters, two free-wheeling and two locking. The pedestal will contain two drawers, one of which will include a pencil tray and the other capable of being used as a file drawer. Drawers will be mounted on ball bearing tracks for ease of use. The pedestal will be constructed in a manner that will not allow the unit to tip forward when drawers are opened. 6.0 Warranty 6.1 All furniture to be provided a minimum of five year, 24 hours per day, seven day per week (24/7) product warranty. 7.0 Delivery, Installation and Training 7.1 All quotes to include delivery, FOB destination, installation and training charges. 7.2 Vendor shall schedule a delivery/installation time that is agreeable to the Inyo National Forest, awardee, and construction manager of new USFS/BLM facility to insure no disruption of the construction timeline. Contact person is Mike Allen, 760-873-2405. 7.3 Delivery is to the Inyo National Forest, Dispatch Center, 351 Pacu Lane, Suite 200, Bishop, CA 93514. 8.0 Ergonomic Requirements 8.1 All furniture must conform to existing ergonomic standards, be ADA compliant, and shall accommodate both stand-up and sit-down positions in one unit. EVALUATION FACTORS The evaluation factors for this solicitation, as per 52.212-2 Evaluation ? Commercial Items (JAN 1999) (included by reference), is Past Performance; Technical Capability; and Price.
