Description
The Agency for Office of the Assistant Secretary for Planning and Evaluation (ASPE), through the Division of Acquisition Management (DAM), Program Support Center (PSC), intends to award a 6 month sole contract using simplified acquisition procedures, to The Institute for Health Policy Solutions (IHPS), 1444 Eye Street, N.W., Washington, DC 20005. The anticipated date of award is April 21, 2003. The Contractor shall provide technical assistance to states in order to help foster and develop premium assistance programs using Medicaid, SCHIP, and Health Insurance Flexibility and Accountability (HIFA) authority. In order to accomplish this project, the Contractor shall draw on expert knowledge gained from prior experience dealing with states in developing premium assistance programs. Specific information and "lessons learned" should be drawn from a November 22, 2002 meeting organized by the Contractor with state and federal partners. The Contractor shall synthesize the most relevant information that will be incorporated as part of a practical guide for states to use as they consider premium assistance programs. Within one week of the award, the Project Director and other relevant staff shall meet with the ASPE Task Order Monitor to discuss the objectives of the contract and any related project issues. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
