Description
NA SERGEANTS MAJOR ACADEMY, FORT BLISS TEXAS THE SOLDIER'S GUIDE FIELD MANUAL 7-21.13. The Directorate of Contracting at Fort Bliss, Texas intends to negotiate on a sole source basis with The Edge Research and Development, 5736 Trowbridge, El Paso, Texas 79925 in accordance with FAR 6.302-5 (6). For contract support in the writing of FM 7- 21.13, The Soldier?s Guide. The guide will be in the form of a Field Manual. The contractor will provide a writing team to research and develop a Field Manual, replacing the current Training Circular 22-6. A team of one retired officer who is at least an MEL-4graduate, retired within the past two years, has doctrinal writing experience and 2 retired CSM/SGMs who are graduates of the United States Army Sergeants Major Academy. The team will consist of combat arms, combat support, and combat service support (all inclusive) and a mentor for reviewing and comments to the draft. The period of performance shall not exceed 6 months beginning on the date of purchase order award. The contractor shall adhere to the requirements for researching, developing, and writ ing the doctrine by using the Army Doctrine Development Cycle in TRADOC Regulation 25-36, The TRADOC Doctrinal Literature Program, Chapter 4 to include Assessment, Planning, Development, Production, Print and Dissemination, and Implementation and Evaluatio n. The contractor will be responsible for editing assigned materials for readability, tone, clarity of expression, grammar and orderly flow. Contractor will ensure the publication will meet copyright, libel, and proprietary requirements and be consistent with doctrinal literature. The Edge Research and Development has recently completed the NCO Guide at the Sergeants Major Academy and will be performing this service as a follow-on contract. This is not a request for proposals and is for informational pu rposes only. There will be no solicitation issued. Firms must submit a Statement of Capability and a cost estimate by 11 April 2003, 0900 a.m. Faxes will not be accepted.
