- NA This is NOT an Invitation for Bids (IFB) or a Request for Proposal (RFP). This is a Sources Sought Market Survey. The Department of Defense (DOD) is seeking sources for commercially available Family of Metal Detectors (FMD). The metal detector(s) are int ended to provide the soldier with a means to search for weapons or other metal objects that can be used as weapons. The metal detector should be a small hand-held, lightweight, and non-intrusive device used as a body-searching tool. It should be operated by single hand, and by either hand. The detector shall include a enclosed carrier case (preferred), pouch or self-contained clip to be secured to the Law Enforcement Ensemble Belt (EEB), and shall be operable with standard Army issued gloves and cold wea ther gloves. The alert system can be vibration (preferred), audio or light. The preferred color is black, however any subdue non-reflective colors are acceptable. The detector should utilize standard commercial battery that will have operational time of minimum 12 hours. Vendors are encouraged to identify the expected operational time in units relative to their item. (i.e. number of alerts) The detector shall be factory set and calibrated for the operational life of the item and require minimum mainten ance, such as cleaning and battery replacement. The detector should be fully operable in various climatic temperature ranges and be stored in extreme weather condition. The detector must not interfere with or materially affect any other device, equipment or personnel. The detector shall not create hazards that may adversely impact upon the health or safety of the soldier, or degrade the soldier?s performance. This survey announcement is to identify existing mature technologies (commercial-off-the-shelf it ems are highly desired) and conduct sample evaluations. There is no commitment on the part of the Government to award a contract as a result of this request for information or to pay for the information received. Interested sources should submit informatio n to the following address no later than April 30, 2003: US Army Robert Morris Acquisition Center, Edgewood Division, ATTN: AMSSB-ACC, Rita Belfiori, 5183 Blackhawk Road, Aberdeen Proving Ground, MD 21010-5424. In accordance with Federal Regulations, compa nies are required to be Central Contractor Registered. Written information must include the following: Company name, address, point of contact, phone number, facsimile number, electronic mail address; type of technology proposed; detection capability: sen sitivity to ferrous and nonferrous metals, optimum distance and direction of detection; weight, dimensions, sensitivity controls; necessary calibration; type of indicator (audio, vibration, light, and etc), type of control (switch, button, and etc), expect ed battery life per quantity of search; list product capabilities and testing that has been accomplished with results; recommended accessories such as carrier, case or clip; operation frequency; compliance with specific law enforcement, FCC, OSHA and other federal and state regulations; type and length of warrantees; storage and operation temperature restrictions (supporting data desired); render safety procedures and Material Data Safety Sheets; and product literature and published price list/GSA pricing. Packages should be marked in such a way to identify contents, i.e. Promotio nal Sample, hand-held metal detector, etc. Samples will not be returned. After review of the product information submitted, the Government may contact interested parties to obtain samples for evaluation. The Government may subsequently notify parties where additional evaluation may be useful, or whose product may be modified to meet the Government need for the metal detector.
