Description
NA This acquisition is a fixed price best value procurement for alteration of the Lift Bridge across the Reserve Basin, Philadelphia Naval Business Center, Philadelphia, PA. Work includes but is not limited to: structural rehabilitation of the lift span an d deck to include cleaning and painting the structural steel; removal and disposal of both existing towers and the tower spans, except for certain machinery items that are to be installed in the new towers; construction of two new taller towers with new co unterweights and rope systems and two new tower spans. Construction also includes new clearance gauge, access walkways for navigation lights, electrical control system, and operator?s house. Completion time is 540 calendar days. Potential hazards that m ay be encountered during the project include asbestos, lead based paint, contaminated soils (pyrene and asbestos) and contaminated groundwater (PCB 1260). The solicitation may contain one or more of the following items: an Alternate Bid Schedule to rehab ilitate the existing towers to include removal of lead based paint and repaint with non lead based paint, add new 15 foot sections to each tower to increase the height of the towers and replace existing machinery houses with new machinery houses with selec ted existing machinery items to be re-installed in the new machine houses; an Optional Bid Item to repair the bridge fender system. Major evaluation criteria in descending weighted order will include: Price and Management. Detailed evaluation criteria w ill be included in the RFP package. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and offers the greatest value to the Government. The NAICS Code for this project is 234120 (SIC 1622) and the small business size standard is $27.5 million. Issue date for the request for proposals is on or about April 18, 2003 with proposals due by close of business on or about May 18, 2003. Contractors are responsible for printing paper copies of the solicitations. All amendments to this solicitation will be posted to the Internet at the above address. Estimated cost range of the project is $10,000,000 to $25,000,000. All contractors must be registered in the Central Contractor Registration database prior to award. Instructions will be included in the RFP package. L iquidated Damages will be specified. Davis Bacon rates will be applicable to the construction and bonding is a requirement. This procurement is advertised as unrestricted and is subject to the availability of funds. Affirmative Action to ensure equal op portunity is applicable to the resulting contract.
