Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), has a requirement to install and maintain a new, code compliant, hard wired or wireless, Fire Alarm Panel and Occupancy Notification System at the U.S. Broadcasting Board of Governor's International Broadcasting Bureau's (BBG/IBB) Radio Transmitting Station site at Dasochori Xanthi, (Kavala) Greece. The Contractor shall be required to: (a) dismantle the existing fire alarm system; (b)install and test the new fire detection and occupant notification system; (c) provide quarterly preventive maintenance services for one year; (d) perform semiannual test and inspection services; (e) provide emergency service; and (f) provide one-time training to station personnel. The total estimated construction price range to accomplish the above work is between $250,000 and $500,000. The proposed period of performance of this work requires completion of above items (a), (b), and (f) within 120 calendar days from issuance of the Notice-to-Proceed. The contractor shall be responsible for visiting the Dasochori Xanthi, (Kavala) Greece Transmitting Station to verify local conditions. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will include price and technical factors; with technical factors, when combined, being approximately equal to cost or price. The following technical factors will be used in determining the merits of each Offeror's technical proposal: (1) recent (within the past 5 years) experience and satisfactory performance in projects of the same size and scope, particularly those requiring experience in the installation of fire panel alarm systems; (2) proposed technical approach to perform the work specified; and (3) description of how the Offeror will deal with constraints of the project (e.g., remote location, difficult logistics, site conditions, working around station's operating schedule, etc). The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price procurement in May 2003, with a proposal response date of 30 days after release. Offerors interested in receiving a copy of the RFP must respond in writing to the Contracting Officer, Mr. Gary Hosford via facsimile at (202) 260-0855, E-mail at ghosford@IBB.gov, or via letter to the above-listed address not later than 30 calendar days after the publishing date of this FBO Notice. Please reference Solicitation No. BBGCON-3603-S5357 on all correspondence regarding this Notice. All written requests for copies of the RFP must include your company name, mailing address, telephone number, and facsimile number. No telephone requests for this RFP will be honored. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
