Description
The Contractor will be responsible for the day-to-day servicing of directly written standard flood insurance policies, Repetitive Loss Target Group (RLTG), and Group (National) Flood Insurance Program (GFIP) policies including underwriting, claims examination and payment, financial accounting, and reporting. The contractor will also coordinate operations of the National Flood Insurance Program (NFIP) servicing facility with designated contractors, other insurance and government hazard mitigation and disaster response activities. The Contractor will operate as fiduciary agent for premium and other NFIP funds collection, and meet Government deposit and other account requirements as well as other applicable requirements (such as those contained in the Plan to Maintain Financial Control for Business Written Under the Write-Your Own Program), of the flood insurance program. The Contractor will also meet regular information and reporting requirements including the statistical and other requirements contained in the WYO Transaction Record Reporting and Processing (TRRP) Plan. The Contractor will also provide Information Management Systems that encompass cash management, policy administration, claims management, performance management reporting, and financial and statistical reporting. The Government intends to use performance-based contracting methods for this procurement. In addition, in awarding this contract, the Government will use the procedures established in FAR Part 15. It is anticipated that the period of performance of the contract will be for one-year. Four one-year options shall also be negotiated. The Request for Proposals (RFP) will only be available on the FEDBiZOpps web pages at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror?s responsibility to monitor the FedBizOpps web page for the release of the solicitation and amendments. The RFP should be available for downloading on/about fifteen (15) days after publication of this announcement. Potential offerors that do not have the capability to download from FBO, may request, in writing, diskettes containing electronic copies of the solicitation, including attachments, and any amendments. Potential offerors making this request must include in their written request an adequate justification for not obtaining the solicitation via the Internet. Telephone request for diskettes or inquiriers will not be honored. Requests should be made via email or fax. Offerors are cautioned to include ?Solicitation EMW-2003-SYN-0030? on all documentation submitted in response to this requirement. It is anticipated that proposals will be due 45 days after the date of issuance of the RFP. The North American Industry Classification System (NAICS) Code for this requirement is 524200.
