- This is the second of two Sources Sought Notices requesting information needed by the Government prior to release of any potential solicitation. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. The USDA, Natural Resources Conservation Service is planning a Direct Conversion with Cost Comparison Study of Soil Survey update activities in Illinois. The final product of these activities is an updated soil survey that includes correlation documents, compiled soil maps, complete NASIS database, and electronic manuscripts for designated geographical areas determined in the solicitation that will meet National Cooperative Soil Survey (NCSS) standards and preparing soil survey maps that will meet Soil Survey Geographic Database (SSURGO) standards. Major components of this work include: researching existing information pertaining to the survey area (i.e. existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil survey field activities utilizing the Major Land Resource Area (MLRA) concept; analyzing field data; identifying soil types and soil series that will meet or exceed National Cooperative Soil Survey standards; preparing samples of the soil profile and descriptions from the surface to a depth of 80 inches or point of refusal; classifying soils by soil taxonomy and assigning a series name; initiating and proposing new official series descriptions; developing data map units and maintaining the official map unit legend; compiling official field notes, soil profile sheets, field transect sheets, and mapping field sheets by map unit; entering all documentation into the National Soils Information System (NASIS); and preparing soil survey maps that will meet SSURGO standards. Offerors must have a comprehensive understanding of NCSS standards and soil surveying principles including use of appropriate field equipment and be able to interpret aerial photography and geomorphology/landscape analysis. Offerors must have necessary skills in computer word processing, spreadsheets, databases, and Geographic Information Systems in order to produce the soil survey products required. The services provided include the ability to communicate orally and in writing to explain soil geomorphology, soil properties, and soil classification and interpretation in order to complete work according to USDA, NRCS NCSS standards. Must be able to collect, organize, and interpret data in order to provide soils information to USDA, NRCS staff, conservation district staff, and other partner agencies. Government personnel currently provide these services. This it NOT a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may not be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel.
