If you have already responded to the Sources Sought Notice, posted March 14, 2003, please do not respond to this second notice. This is a second of two Sources Sought Notices for an Office of Management and Budget (OMB) Circular A-76 Commercial Activities Study of Soil Conservation Technician Services presently being performed by the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) in Oklahoma. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The USDA, NRCS is seeking sources capable of providing Soil Conservation Technician Services in Boise City, Guymon, Beaver, Woodward, Taloga, Watonga, Kingfisher, Okmulgee, Muskogee, and Sallisaw, Oklahoma. Duties include gathering resource data to assist landowners in identifying resource conservation needs, assisting in the development of basic conservation plans with landowners to address resource concerns, assisting landowners with the design, layout, and inspection of completed conservation practices, developing land treatment contracts utilizing existing USDA and other federal, state, and local cost-share programs and providing annual follow-up on existing contracts. Assistance provided will include working cooperatively with the local NRCS field office staff, local conservation district, and other federal, state, and local partner agencies. Duties include assisting with conducting public education and information activities, conducting tours, presenting talks, and preparing news articles as necessary. An effective knowledge of engineering design, surveying and computer use is required to fulfill the duties of these positions. Currently, the Government in-house workforce performs these services. NRCS is planning a Direct Conversion Study. Offerors are advised that a contract may not be awarded if the cost of contract performance is not determined to be fair and reasonable. The requirement will fall under the North American Industry Classification System (NAICS) code 541990. In addition, to assist in the planning of acquisition strategy, please respond to the following questions: (1) Is your business size large or small? (3) Is your firm a certified small disadvantaged business, if so is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT WILL NOT BE ACCEPTED. The solicitation will be made available on the Internet when it is released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that the solicitation may be released approximately April 21, 2003. The solicitation will be made available on the Federal Business Opportunities website. It is recommended that you respond to this notice, including all of the information above.
