- NA The Defense Contracting Command-Washington, on behalf of U.S. Armed Services Board of Contract Appeals (ASBCA), intends to negotiate a purchase order, on a sole source basis, with Office Automation Consultants, Inc. This objective of this requirement is to obtain a pilot program for an upgraded and automated case tracking system and management application system to replace the currently utilized Oracle-based system. The software application package will track and manage over 700 appeals of decisions by cont racting officers. The test program will operate parallel to an existing Oracle system. The proposed system is available as a software package, that will meet the needs of the ASBCA without a need to rewrite a database design and that can be quickly adopted rather than taking the years and major expense that the current system took to get developed. The proposed system will require minimal maintenance. This test support system is being ordered on a sole-source basis because the software being supported is pr oprietary to Office Automation Consultants, Inc. and is used at other courts and boards. The period of performance, including programming support and training, is not to exceed two months or 300-340 hours.
