All parties interested in receiving a formal solicitation package must be an approved and pre-qualified sub-contractor. The DCS Vendor Pre-qualification Profile can be obtained through the Point of Contact (POC) identified in Note 1 above or via the Web at www.dcsmox.com. 3. The following information is applicable to all potential subcontractors: (a) Project Title: Mixed Oxide Fuel Fabrication Facility. (b) The MFFF Project Site is a Drug Free Workplace and all successful subcontractors will be subject to a pre-site access alcohol and drug screening. (c) The successful subcontractor will be required to comply with the Office of Federal Contract Compliance Programs goals for employment of protected classes of individuals. (d) The successful subcontractor will be required to meet or exceed Small Business Subcontracting Goals established under the prime contract with the Department of Energy. Small Business Administration (SBA) exceptions to its ?affiliation? rules at 13 Code of Federal Regulations (CFR) ? 121.103 are in effect. Qualified companies are encouraged to establish such joint ventures or teaming arrangements for the planned acquisition, and to obtain early vendor pre-qualification from DCS as stated above. 4. The synopsis and magnitude for the Software Package for a SCADA System to be used for operating and developing the Human Machine Interface (HMI) of the Mixed Oxide Fuel Fabrication Facility, includes software run-time license, the English version, Software development license, the English version, User manual, in both the English and French versions, training classroom on site or off site, product support. Additionally, the software package for the supervisor workstation provided by the supplier/subcontractor shall provide for two means of communication: (a) standard Ethernet Card, which will provide two protocols (1) H1 protocol with TCP/IP layers from Siemens and (2) UNITE protocol with TCP/IP layer from Schneider; (b) a specific command card, the software package has to provide the OPC Client protocol (the card will be the OPC server). The scope of work is estimated to be between $200,000.00 and $500,000.00 and has various delivery times over a two year period. 5. A formal solicitation is scheduled to be issued on or about April 9, 2003.
