Description
NASA/SSC has a requirement and intends to purchase the following items/services from Precision Aviation, Incorporated: Acquisition of Airborne Data Acquisition Services for Midwest Ag2020 Projects. The justification for the sole source action is only one responsible source and no other supplies/services will satisfy the agency requirement. A Recommendation and Determination to Solicit from One Source is included in the file. The Earth Science Applications Directorate (ESAD) requires airborne data acquisition services in support of numerous agriculture projects this growing season. The flight services are required for the Institute for Technology Development ? Spectral Visions? (ITD-SV) and RDACS-H series of imaging systems to be operated alongside a contractor-provided multispectral digital camera (MDC). ITD-SV is working under a Cooperative Agreement with ESAD to collaborate on remote sensing applications development for agriculture. The work of ITD-SV is part of a larger NASA/USDA partnership initiative known as Ag20/20. During the 2003 growing season, ITD-SV and other university research teams will be conducting experiments and large-scale field tests of remote sensing applications in Illinois, Indiana, Missouri, Minnesota and other states for which data acquisition services using the RDACS-H and MDC are required. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541990 and $5.0 Million, respectively. The DPAS Rating for this procurement is DO-C9. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on April 14, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
