Description
This is a combined synopsis/notice to procure commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quote are hereby requested for solicitation number 03-HAB-0004-DP. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. This acquisition will be processed under Simplified Acquisitions Procedures FAR Part 13 and is a small business set-aside (NAICS- 711510). The government intends to Procurement services for to assist CARE Act grantees and providers in their efforts to conduct program evaluation studies that will help ensure that they are providing the highest quality HIV care to patients. This will be accomplished through the development of one report to be included in the existing HIV/AIDS Bureau Evaluation Monograph Series and the creation of four articles on critical and emerging issues in HIV/AIDS service delivery including, such topics as effective adherence strategies; lessons learned from the implementation of the CARE Act and building the capacity of communities; linkages between the corrections and public health communities; women’s reproductive health and implications for HIV care provision; and regional patterns in the HIV epidemic and their impact on the provision of HIV care and treatment. The Contractor shall complete a number of activities involving the creation of one monograph to be included in the existing HIV/AIDS Bureau Evaluation Monograph Series and four articles on critical and emerging issues in HIV/AIDS service delivery. These issues may include such topics as effective adherence strategies; lessons learned from the implementation of the CARE Act and building the capacity of communities; linkages between the corrections and public health communities; women’s reproductive health and implications for HIV care provision; and regional patterns in the HIV epidemic and their impact on the provision of HIV care and treatment. The offeror should have knowledge and expertise in the following three areas: HIV/AIDS service delivery, program evaluation, and writing/editing. This expertise should include a detailed knowledge of the comprehensive systems of care needed to treat individuals affected and infected by HIV/AIDS. Equally important is education and experience related to the program evaluation of such systems of care. Last, the offeror should have exceptional writing and editing skills and have demonstrated these abilities through published documents on the subject of HIV/AIDS service delivery and program evaluation. It is expected that this expertise will have been obtained through a minimum of ten years combined education and experience within these areas. The procedures that will be used in award this contract will be a written quotation per the attached instructions. The anticipated award date is May 30, 2003. This is a competitive contract action set-aside for a small business. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1-1 Instructions to Offers: FAR 52-212-2 Evaluation -Commercial Items; FAR 52-212.3 Offeror Representations and Certifications Commercial Items: FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included with RFP 02-HAB-0004-DP. Copies of the aforementioned clauses are attached to the SF 1449 and also available @http://www.arnet.gov/far/. Offers must be submitted no later than 4:00 pm eastern time (EST) May 2, 2003 to Debora Pitts.
