- This Sources Sought Synopsis is for information purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The Bureau of Immigration and Customs Enforcement and the National Marine Support Center is seeking sources for acquisition of Outboard Powered Deep ?V? Utility Class Boat and Trailer. The range for the centerline length of the boat should be between 26? -31? with beam size that is consistent with that required to confer stability and seaworthiness in a boat of the length provided. The dry weight of the boat range should be between 3500 - 8000 lbs. The freeboard of the boat should be approximately 36? at the helm. The minimum top speed of the boat is to be 50 knots and the minimum cruising speed of the boat is to be 36 knots. The hull is to be a deep ?V? mono design hull of proven seaworthiness in the offshore environment, capable of maintaining cruising speed in 1? to 3? foot chop sea conditions. Hull should have a minimum 21 degrees deadrise aft and be constructed of fiberglass (fiber re-enforced plastic) or other composite material of equal or greater strength. The boat will be a center console helm station with lockable storage or lockable storage in a cutty cabin type configuration. The hull rubrail is to be heavy-duty extruded rubber with bronze drain plug and thru-hull fittings. The boat engines are to be twin outboard configuration. The Government will supply the outboard motors; however, the contractor will be responsible for rigging of the motors. Throttle control assembly should be of commercial grade or offshore racing quality with a rocker type, trim switch control mounted in a position that allows for easy activation by thumb pressure. The boat should have a minimum of two (2) 1800 GPH rated, manually and automatic controlled electric bilge pumps, wired completely independent of each other. Bilge pumps should be hot-wired to a battery, not through the battery on/off switch. Manual/automatic selector switch should be mounted on the console with no disabling selection permitted. The steering system is to be hydraulic, dual cylinder. The boat should have a breakered electrical system, dyna plate grounding system, waterproof switches, and tinned copper wiring. The boat should have a 12-volt DC electrical system consisting of a minimum of two (2) deep cycle marine batteries (1 for each engine) and one (1) marine battery dedicated to providing power for on board electronic equipment. Trim tabs should be offshore racing quality appropriate to the size and design of the hull. The fuel tanks construction, capacities and delivery should be 160 - 210 gallons fuel capacity, or sufficient to maintain operational cruising speed for a minimum of 6 hours with normal power applications. Fuel filters and water separators to be provided for each outboard engine. The boat should be equipped with a Bimini top to shield all occupants from direct sunshine and rain. The boat is to be equipped with water proof, commercial or ocean racing quality instrumentation, illuminated with either red or blue lights and controlled through a rheostat switch. The trailer for the boat is to be commercial quality aluminum and have a minimum of two (2) axles. Braking system is to be designed for submersion in salt water and be capable of stopping the gross tonnage of the unit. Trailer must be capable of transporting boat cross-country at highway speeds. RESPONSES: Sources interested in submitting information in response to this Sources Sought Synopsis should provide as part of their submission the following items which would indicate that your firm meets the Government?s requirement: (1) Past Performance information (cite at least three projects over the past five years) of the same or similar services with the company name, address, and telephone number of technical and business references in order for Customs to validate past (or current) performance, (2) Provide a capability statement clearly describing technical ability to perform the required services, (3) A brief technical proposal describing how the services would be performed, (4) Estimated pricing information. In addition, to assist in the planning of acquisition strategy, please respond to the following questions (1) For North American Industry Classification System (NAICS) code 336611, is your business a larger or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified HubZone small business? (5) Is your firm a woman-owned small business? Responses to this synopsis should be mailed using the identification number set forth in the synopsis to Pansy Bradley-Cooper, Contracting Officer, U.S. Dept of Homeland Security, Bureau of Customs and Border Protection, Procurement Division, 1300 Pennsylvania Avenue, NW, Suite 1310, Washington, DC 20229. Reponses must be received not later than 3:00 p.m. (EST) on May 2, 2003. Telephone responses will not be honored. Facsimile and e-mail responses will be honored. Information received will normally be considered solely for the purpose of determining whether the requirement should be solicited in the future. Following receipt and review of submissions, and at the election of the Government, a conference may be scheduled with interested parties to discuss the requirements. The Government will not provide payment for any information provided in response to this synopsis, nor will the Government return any data provided.
