Description
SECOND NOTICE - DO NOT RESPOND IF YOU RESPONDED TO THE FIRST NOTICE. The Natural Resources Conservation Service (NRCS) is planing an A-76, Direct Conversion with Cost Comparison Study of soil mapping services in the NRCS offices in Michigan. These services are currently provided by Government personnel. The final products of these services are completed and field correlated soil surveys for a designated geographical area. Major components of this work include: researching existing information pertaining to the survey area (existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil mapping activities, collecting and analyzing field data, and identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards; preparing samples of the soil profile and descriptions from the surface to a depth of 60 inches; classifying samples by soil taxonomy and assigning a series name; developing map units and maintaining official map unit legend; compiling official field notes, soil profile sheets, field transect sheets and mapping field sheets by map unit; and entering all documentation into National Soils Information (NASIS). This is not a request for proposal and in no way obligates the Government to award a contract. Prospective offerors are advised that a contract may NOT be awarded if the cost of contract performance is determined to be greater than the cost of in-house performance of Government personnel. The North American Industry Classification (NAICS) Code is 541270, Surveying and Mapping (American except Geophysical) Services. Telephone responses to this synopsis will not be accepted. All responses from prospective offerors must provide return email address, mailing address, telephone number and fax number. In addition, please specify the following: (1) Is your business large or small? (2) If small, does your firm qualify as a small, emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? No solicitation exists as this time. The solicitation will be made available on the Federal Business Opportunities site when it is released. It is anticipated that a solicitation will be released approximately April 21, 2003.
