- Market Survey Logistical Coordinator - SABIT Program The Department of Commerce, International Trade Administration's Special American Business Internship Training (SABIT) Program, manages specialized and grant programs that train managers and scientists from Eurasia (the states of the former Soviet Union). SABIT oversees the training and program development for each of the groups. PURPOSE AND OBJECTIVES OF THE PROCUREMENT The SABIT program seeks one non-government contractor to serve 40 hours per week as logistical coordinator for the training program. This is an entry-level position. The coordinator will work at the Department of Commerce in Washington, D.C. The contract will begin on or about July 2003 and continue for twelve months. REQUIREMENTS The service provider shall have: 1. Knowledge of history, government, demographics, and policies in Eurasia. 2. Ability to communicate, both orally and in writing, in Russian. 3. Excellent writing skills and attention to detail. 4. Ability to perform liaison functions among various organizations involved in the SABIT programs as well as Department of Commerce employees. 5. Strong organizational skills, in particular the ability to coordinate all administrative logistics involved in SABIT specialized programs, including but not limited to the arrangement of all transportation, lodging, and travel documents. 6. Strong administrative skills such as typing, filing of information related to the specialized programs, database management, coordination of mass mailings, merging computer files, and responding to requests for information on the programs. 7. Strong intercultural communication skills. 8. Ability to work independently on assignments, prioritize projects, and efficiently manage time. 9. Facility with Internet, WordPerfect, Word, Excel, MS Office package, database programs. 10. A professional mannerism and the ability to work directly with U.S. host companies. 11. Experience working with technical assistance, training or exchange programs in the former Soviet Union. BASIS OF EVALUATION Quotations will be evaluated jointly with the SABIT Program Director Liesel Duhon on a "best-value basis". Past performace will be considered. Quotes should contain prices for a Base Year period and two (2) option year periods. GOVERNMENT RESPONSIBILITIES The U.S. Department of Commerce, International Trade Administration shall provide the vendor with office space, a computer, fax machine and telephone and all other supplies necessary to fulfill the duties of the contract. THE LOGISTICAL COORDINATOR SHALL IMPLEMENT THE SABIT PROGRAMS AS FOLLOWS 1. Provide general logistical program support including, but not limited to, identifying housing, preparing government forms, local transportation, adjustments to training and other details for various training sites throughout the United States. 2. Act as a liaison between SABIT and other DOC offices, including: Building Security, Building Management, Office of Printing, Budget, Travel Agency and others. 3. Track and order all supplies, coordinate conference room requirements, ensure proper functioning of equipment and office. 4. Communicate logistical aspects of the program to the public and others involved in the training programs. 5. Enter interns and companies into SABIT database. Update entries on a regular basis. 6. Upon request, collect and itemize bills and receipts for programs; compile and arrange travel schedules for the interns. 7. Compile and copy handbooks and other materials for each of the training programs. 8. Accompany training groups as necessary. 9. Upon request, arrive earlier on days when training of interns takes place at the Franklin Court or Hoover Building in order to assist with training preparations. 10. Translate exit interviews and other documents from Russian into English, and English into Russian. 11. Assist in organizing completed program materials and creating final report binders. 12. Upon Director or Program Officer's request, assist in copying and disseminating grant documentation. 13. Assist in the compilation of success stories and feedback from SABIT interns and U.S. host companies. Also, help to incorporate these into the SABIT database. 14. Conduct all activities in a professional manner. 15. Logistical coordinator will provide bi-weekly reports to the Director and Budget Officer detailing activities worked on and the number of hours completed.
