Description
The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis with Dr. Yuan Shen, Heart Center Childrens Hospital of Fudan, University, 183 Feng Lin Road, Shanghai 200032, Peoples Republic of China, to provide services on a research project being initiated in the Laboratory of Developmental Biology, DIR, NHLBI, to conduct in utero screens to identify mouse mutations that cause cardiovascular anomalies. Dr. Shen has a unique background in Pediatric Cardiology and is an attending physician at the Heart Center of the Children?s Hospital of Fudan University at Shanghai, Peoples Republic of China. As a Pediatric Cardiologist, Dr. Shen is pursuing research work focused on the examination of heart malformations in rodent animal models. She has an unusual combination of expertise that includes clinical pediatric cardiology, mammalian cardiovascular developmental anatomy and physiology, and heart development in rodent animal models. The specific objective of this research is the identification of recessive lethal mouse mutations that cause heart defects. . The period of performance is from June 1, 2003 to May 31, 2004. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541710, size Standard 500 employees is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-064, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent.
