Description
THIS IS AN 8A AND/OR HUB-ZONE SOURCES SOUGHT ANNOUNCEMENT ONLY. There is NO solicitation for any action at this time. This synopsis is issued for the sole purpose of the 81st Contracting Squadron to conduct Market Research on project entitled Repair/Replace Paving and Utilities at Keesler Air Force Base, Mississippi. The National Industrial Classification Systems (NAICS) Code is 237110, and size standard is $28.5M. This is a "Requirements Type Contract" for which the Government does not guarantee any minimum amount of work after award. Payment of services will be based on negotiated unit prices for quantities delivered in place in accordance with plans and specifications. The selected contractor shall provide all labor, materials, transportation, tools, equipment, and services necessary to: (1) Repair, maintain, and construct paved surfaces for vehicular and pedestrian traffic, and (2) Repair, maintain, and construct piped utility distribution systems. Paved surfaces shall include all roadways, driveways, and sidewalks but does not include airfield pavement (runways, taxiways, or aircraft parking aprons). Piped utility systems include all components of the water, sanitary sewer, storm drain, and natural gas systems, except water wells, elevated storage tanks, and gas meters, owned by the Government, whether outside or within the boundaries of Keesler Air Force Base, and outside of 5' from buildings. Based on the responses received from the announcement, the Government will follow the procedures set forth in the Federal Acquisition Regulations, and supplements thereto, to determine whether this requirement will be set aside for 8(a), Hub-Zone, or full and open competition. All firms expressing interest must be able to demonstrate qualifications necessary to accomplish this work in accordance with the statement of work as well as the drawings. Interested firms are requested to submit capability statements in writing to 2Lt Lorelei D. Maloy by close of business on 21 Apr 03, stating the following: (a) whether your firm is 8(a) or Hub-Zone, (b) General capability statement indicating the ability to perform the scoped project with no delays, to include company experience, superintendent's qualifications, personnel qualifications, number of qualified personnel, company owned equipment, etc., (c) Contracts (Commercial or Government) relating to the repair/replacement of paving and utilities, (d) contract numbers, (e) Dollar Value, (f) Dates of Performance, (g) Scope of work performed on listed contracts, (h) Procurement Office and Point of Contact. The capability statement should evidence relevant experience in the above areas and include the information requested in this announcement. If subcontractors will be utilized in the performance of this contract, a capability statement shall be provided for each subcontractor and shall be shown separate from the contractor's qualifications. These statements of capability shall identify specific areas to be subcontracted and the subcontractor's qualifications/capabilities. The subcontractor's capability statement shall indicate the same information listed in item (b) above. The Government reserves the right not to contact firms who fail to supply the required information within the time specified in this statement.
