Date Issued: April 3, 2003 Closing Date and Time: April 14, 2003 The U.S. Army TACOM-ARDEC, Picatinny Arsenal is conducting a Market Survey to determine specific advantages of combining the items below into a performance based requirement using an Indefinite Delivery (ID)/Indefinite Quantity (IQ) contract verses individual ID/IQ contracts. The intent is to combine the following items into one ID/IQ contract for a single award: 1. Cap, Blasting, Non-electric, delay, M15. The M15 consist of a 70-foot length of shock tube coiled in a figure 80 configuration. On one end it is a factory installed 200-millisecond delay number 12 commercial blasting cap (outside diameter of 0.294 inch to 0.298 millisecond) and with a 25-millisecond cap packaged into a holder at the other end. The holder has the capability of holding a range of one to five shock tube lines. The shock tube consists of a small diameter plastic tube of extruded polymer with a very fine layer of energetic materiel deposited on the inner wall. The shock tube is non- fragmenting and noiseless. 2. Cap, Blasting, Non-electric, 70 ft shock tube with initiator, M15 Inert. The M15 Inert physically represents the actual M15 except that all its components are inert. 3. Cap, Blasting: Non-electric, Delay, M18. The M18 consist of a length of M700 Time Blasting Fuse, complying with MIL-F-45144, environmentally sealed at one end, with a non-electric, factory installed, 0-delay blasting cap (outside diameter of 0.230 inch to 0.241 inch, length of 2.25 inch to 2.35 inch) at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4 4. Cap, Blasting: Non-electric, Delay, M14. The M14 consist of a length of M700 Time Blasting Fuse, complying with MIL-F-45144, environmentally sealed at one end, with a non-electric, factory installed, 0-delay blasting cap (outside diameter of 0.230 inch to 0.241 inch, length of 2.25 inch to 2.35 inch) at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4 5. Cap, Blasting: Non-electric, delay M14 (Inert). The M14 Inert consist of a length of inert Time Blasting Fuse (approximately 8 foot) complying with Mil-F-45144, environmentally sealed at one end, with a non-electric, factory installed, inert number 12 blasting cap (outside diameter of 0.230 inch to 0.241 inch, length of 2.25 inch to 2.35 inch) at the other end. 6. Cap, Blasting: Dual, in-line initiator, non-electric, 200 ft minitube, M19. The M19 dual blasting cap assemblies consist of M42C1 primers built into the end of two 200 foot length of mini tube, outside diameter not to exceed 0.095 inch with a non-electric, non-delay blasting cap (outside diameter of .230 inch to .241 inch, length of 2.25 inch to 2.35 inch), attached at the other end, with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. Attached to the primer end shall be the Firing Assembly, P/N 8822504 of the M81 Igniter. 7. Cap, Blasting: Dual, in-line initiator, non-electric, 200 ft minitube, Inert, M20. The M20 physically represent the actual M19 except that all its components are inert. 8. Booster, Demolition Charge: M151. The M151 consist of a 10-ft length of detonating cord sealed at one end and with a non-electric, factory installed non-delay booster (outside diameter of 0.230 inch to 0.241 inch, length of 2.25 inch to 2.35 inch) at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. It should include a detonating clip or similar device at the sealed end. 9. Booster, Demolition Charge: M152. The M152 consist of a 30-ft length of detonating cord sealed at one end and with a non-electric, factory installed non-delay booster (outside diameter of 0.230 inch to 0.241 inch, length of 2.25 inch to 2.35 inch) at the other end with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. . It should include a detonating clip or similar device at the sealed end. 10. Booster, Demolition Charge: M152 Inert. The M152 Inert physically represent the actual M152 except that all its components are inert. The government is also soliciting comments pertaining to this proposed strategy. The proposed ID/IQ contract would consist of five years in which the government reserves the right to procure any or all of these items at any time within the contract performance period thus not binding the government to specific items at a specific time. A Firm Fixed Price delivery order contract is anticipated for use with this requirement. The anticipated minimum guarantee amount of this contract is estimated at $250,000 with a maximum of $25,000,000 over the five-year period of performance, which could span from 2003 to 2008. The government estimates spending approximately $4 to 5 million annually. The contractor must be able to provide 100% of the items listed above using the appropriate quality standards as well as adhering to the statement of work and performance specification for each proposed item. Specific areas in which the government is soliciting participative comments are price or cost savings, quality improvements, better terms or conditions or any other meaningful benefit. Bid samples are anticipated to be required for each item for evaluation and source selection purposes. Please note that the requirements for the M19 and M20 are planned to be included in the last two years of this contract only. Firms interested in this requirement should submit a response in the form of a PDA document and be submitted by April 14, 2003 to the attention of John Ebanks at ebanks@pica.army.mil.
