- NA CONTRACT INFORMATION: This is an UNRESTRICTED Full and Open competition Large or Small Business, for One Indefinite Delivery Type contract which may be awarded for a base period of one year and include two additional one year option periods exercised at th e discretion of the Government. The total duration of the resultant contract shall not exceed 3 years. The maximum total value of the contract shall not exceed $3,000,000. The maximum contract amount will not exceed $1,000,000 in any single contractual year. The base period is one year from date of award and each option period will not exceed one year. Each option period may be exercised at the Government?s discretion, but shall not exceed one year duration. The option periods may be exercised when th e maximum contract amount for the current period has been reached or nearly reached. Minimum contract guarantee amount is two (2) percent of the maximum capacity of the contract for the base year and one (1) percent of the maximum capacity for the option p eriod being exercised. Firm Fixed Price Delivery/Task Orders will be negotiated and issued from time to time as the need arises during the contract period. The amount of the Delivery/Task Orders will not exceed the maximum contract amount of the current contract period. The Government may, at its discretion, not exercise any or all of the contract options if in-sufficient workload exists. If a large business, through the competition, is selected for this project, it must comply with FAR 52.219-9 regarding the requirement for a Small Business Sub-contracting Plan on that part of the work that is intended to be Sub-contract. This plan IS NOT required with this submittal. The Small Business Sub-contracting floors/goals for the resultant contract are 57.2% of the contractor's intended subcontract amount be placed with small businesses (SB), of that 57.2%, 8.9% be placed with small disadvantage d businesses (SDB), 8.1% be placed with women-owned small businesses (WOSB), 3.0% be placed with HubZone Small Businesses, 3.0% be placed with Service-Disabled Veteran-Owned Small Business and 15% be placed with HBCU/MI. The NAICS Code applicable to this action is 541360 (8713) with a size standard of $4 Million. PROJECT INFORMATION: Work will include development of Geo-Spatial data supporting the Omaha District and its customers. The work will generally require a programmatic solution for acquisition, processing, and development of Geo-Spatial information using v arious data acquisition, data processing and data output processes. Acquisition will be performed utilizing fixed and/or rotary wing airframes as well as other airborne and/or spaceborne data acquisition platforms and/or data providers. The contract will require acquisition of data across the electromagnetic spectrum including but not limited to SONAR, LiDAR, Infared, RADAR, and Multi-Spectral/Hyper-spectral wavelengths/frequencies. Data processing requirements will provide digital data filtering, multib and/multifrequency digital image and digital signal processing and data integration as well as the appropriate ground truthing capability required to support specific acquisition platforms. General application areas for data acquisition, processing and ou tput include but are not limited to: 3-D topographic and hydrographic mapping, OE surface and subsurface detection and identification, habitat and wetlands delineation, flood plain mapping, biomass detection and classification, infrastructure delineation a nd mapping, and temporal analysis (geomorphology). The data will be provided in support of various geo-spatial data systems (GIS, image processing, and CADD) requiring delivery in various formats. Work will be primarily located within the geographic boun daries of the Northwestern Division, (encompassing the states of Montana, Minnesota, Wyoming, Wisconsin, Colorado, Iowa, North Dakota, South Dakota, Nebraska, Washington, Oregon, Idaho, Kansas, Missouri and pa rts of Nevada and Utah) but may be anywhere in the United States, subject to higher headquarters approval. It is likely that use of the metric system of measurement may be required for some deliverables under the proposed contract. Firms showing capability in both metric and English units may be more favorably evaluated. Drawing preparation format should be f ully compatible with Bentley Microstation SE, or AutoCADD version 14 (as a minimum). SELECTION CRITERIA: Criteria for selection, listed in order of importance are: (a) Recent experience and technical competence of the firm (including all sub-consultants) in: (1) 3-D data collection for Intergraph DTM to produce digital geo-spatial databases including digital orthophotography, photogrammetric 3-D data collection and CADD system 3-D design files. (2) Digital surface model development using TIN/DTM technology and compilation. (3) Abstracting (courthouse research), subdivision, boundary surveying, and required filings for the States in the Omaha District. (4) Development and manipulation from various sources, of GIS databases including Intergraph Microstation GIS (MGE) and all modules, ARC/INFO and all modules. (5) Producing digital information fully compatible with CADD and GIS systems utilized by the District and its customers. (6) Producing quality products as evidenced by the firm?s demonstrable Quality Assurance/Quality Control (QA/QC) plans and procedures. (7) Providing effective coordination and management of the project team including consultants. (8) Demonstrable capability to provide spatial and ancillary data in spatial data standards such as SDSFIE, AE CADD standards and others. (9) The ability to meet all required mapping standards including but not limited to: FEMA, USGS, NGS, NIMA, NMAS, and survey and control standards as applicable. (10) The demonstrable ability to provide the necessary ground (field) support/truthing for all types of data acquisition utilized in the contract. (11) Demonstrated ability to use metric system of measurement for deliverables under the proposed contract. Provide up to three previous project examples of demonstrated metric system measurement use. (b) Providing Quality control procedures and team organization, including all consultants as described in the Design Management Plan (see SUBMITTAL REQUIREMENTS sub-paragraph (a)). The offeror must be capable of providing project deliverables that selected that meet guidance, criteria and quality standards without extensive review of the deliverable by the Omaha District. The firm must also present a logical team organization (org chart or matrix) that provides an effective method of coordination and commun ication between the individual team members and consultants. (c) Professional qualifications and specialized experience in providing services similar to those listed above for the proposed team members (including all sub- consultants) in (as a minimum) the following disciplines: Certified Photogrammetrist, Certified GIS Scientist, Certified Mapping Scientist, Remote Sensing and Image Processing Scientist, Professional Land Surveyor (LS), survey team leader, survey technician, and supporting (by discipline) technicians. (d) Have the capacity to accomplish the work in the required time, including the ability to complete more than one task order at a time. Describe experience with multi-discipline task order type contracts that require the ability to respond quickly to tas k orders, requests for proposals, and completion of projects on a designated schedule. (e) Past performance on previous contracts with respect to cost control, design to cost, quality of work, and compliance with performance schedules. (f) Provide compatibility with CADD systems for projects and work as described above. Be able to show competency with Bentley Microstation SE, or AutoCAD version 14 (as a minimum) with the capability of delivering electronic CAD D and CALS files, as well as vellums and prints. More favorable ratings may be awarded to firms that are capable of working in both systems. (g) Provide the extent of participation of SB, SDB, SDVOB, WOSB firms and, if appropriate, historically black colleges and universities, and minority institutions (HBCU/MI) in the proposed contract team, measured as a percentage of the estimated effort. (h) Provide the volume of work issued under current DOD contracts during the previous 12 months that would impact work issued on a resultant contract of this advertisement. SUBMITTAL REQUIREMENTS: Solicitation packages ARE NOT AND WILL NOT be provided for A-E contracts. This is not a request for proposal. Firms desiring consideration must submit two copies of a combined SF 255 and separate SFs 254 for prime and each sub-co nsultant. Provide a brief plan and include an explanation of the firm's management approach, management of sub-consultants (if applicable), specific quality control procedures used and an organizational chart showing the inter-rela tionship of management and various team components (including sub-consultants). On the SF 255 include the submitting firms ACASS number (six or seven digits) assigned by the Northwestern Division, U.S. Army Corps of Engineers, for the Architect-Engineer Contract Administration Support System (ACASS). Also include the ACASS number of e ach sub-consultants. If the submitting firm or any sub-consulting firm has no ACASS number, so state.
