- Description
- The Internal Revenue Service is seeking the service of a consultant to design and implement an employee satisfactions survey. The survey will be administered to all Treasury Inspector General for Tax Administration (TIGTA) employees (approximately 940 located nationwide). The data must be provided for accurate performance reporting on TIGTA employee satisfaction goals for the Government Performance & Results Act (GPRA). The consultant will be required to work with TIGTA to design and develop survey questions, identify ways to increase employee?s participation in the process bad summarize the survey data and provide written report(s) on the results. The consultant will also assist TIGTA personnel in developing an action plan to address the issues that are identified. The Request for Quotation number is TIRNO-03-Q-00073. All firms interested in bidding on this requirement may submit a written request for the RFQ. The evaluation criteria are as follows: 1.) Demonstrate extensive knowledge and experience in: a) developing, customizing and implementing statistically valid and reliable web-based employee satisfaction and customer satisfaction surveys; but also, able to develop alternate methodology as appropriate and needed to ensure a sufficient response rate; b) interpreting the survey results and providing the data needed to report on TIGTA?s employee and customer performance measures (e.g. Government Performance Results Act ) and to provide management information; c) providing guidance/working sessions on how to identify issues and developing action plans to address the identified issues; and d) providing written reports on the survey results that include comparative results from similar business organizations (e.g. government entities, law enforcement organizations, etc.) if available, and 2) References. Bidders will supply a minimum of three references related to the evaluation criteria identified in Item 1. This is 100% set-aside for small businesses, under simplified acquisition procedures. Award will be made to the responsible offeror whose bid conforms to the RFQ and is most advantageous to the Government, price and other factors considered. Requests for the RFQ and questions shall be submitted in writing via mail, facsimile or email. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. Responses over 10 pages in total will not be accepted by fax.
