Description
NASA/GSFC has a requirement for the following: Item 1: Qty: 1 24" Diameter, Gold Target Reclaim and replace gold on an existing hollow copper cylinder, nom. 24" ID X 7" high. Gold at purity 99.99%, 0.025" +/- .002" thick bonded to I.D. surface of copper substrate, covering entire I.D. area. Application of the gold to the copper shell shall conform to instructions on GSFC drawing #GD1490496, Revision D. (SEE ATTACHED FILE). Item 2: Qty: 1 Reclaim gold and platinum from scrap materials, and credit cash value of reclaimed material to the order. Special Instructions: The amount of gold to be removed prior to a new layer of gold being added may be substantial. The vendor shall reclaim the gold removed, report the weight of reclaimed gold, and credit the value of the reclaimed gold to the purchase order. (Do not pool material). The vendor shall also accept gold-laden scraps for reclamation. The scraps consist of scotch tape and epoxy film. The existing shell shall be sent to the vendor in a crate with custom packing materials. The vendor shall retain the packing materials and crate for the return shipment back to NASA/GSFC. Award criteria will be based on the following: (a) Fabrication Pricing (independent of the price of new gold), (b) Reclaim and Refining Terms, and (c) Past Performance, to include three references. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Delivery to NASA/GSFC shall be FOB Destination. The following clauses are incorporated by reference: 52.222-21, Prohibition of Segregated Facilities (Feb 1999) 52.222-26, Equal Opportunity (E.O. 11246) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) 52.222-19, Child Labor - Cooperation with Authorities and Remedies (E.O. 13126) 52.225-1, Buy American Act - Balance of Payments Program - Supplies (41 U.S.C. 10a - 10d) 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (31 U.S.C. 3332) Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than April 9, 2003. (Prospective quoters shall notify this office of their intent to submit a quotation). It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
