Description
The Missile Defense Agency (MDA) intends to award a sole source contract to SPARTA, Inc. to develop advanced enemy threat discrimination and tracking algorithms and a state-of-the art decision theory concept known as Decision Architecture. The required support consists of a technical director and integrator for the Decision Architecture, software developer for three of the Decision Architecture elements, and software developer for a variety of tracking and discrimination algorithms. As technical director, SPARTA will oversee the development of the System Model and the Global Planner. The System Model, or discrimination fusion engine, is an advanced mathematical representation of the Ballistic Missile Defense System (BMDS) that will enable fusion of sensor information from across multiple BMDS sensors. The Global Planner provides BMDS sensor resource and weapons resource decision-making capabilities given the information in the System Model. As the decision architecture element developer, SPARTA will continue to create prototypes of the System Model elements and the Global Planner elements needed for integration to the BMDS in Block 06. SPARTA will also develop algorithms to support the development of models for forward based sensor environments and discrimination and tracking algorithms for the BMDS. No other source has the required expertise needed to deliver the first decision architecture prototypes in 1Q CY05 as well as support customer development of the decision architecture over the remainder of the 3 ? year period of performance. The estimated cost of the contract is $40,000,000 to $50,000,000 during the period of performance. See Note 22.******
