- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is advertises as intent to award a Sole Source contract. = The NAICS Code for this synopsis/solicitation is 334516 (Size Standard is 500 employees). Solicitation/Purchase Request number F1GPL130910200 is issued as a = Request for Quote (RFQ). This document incorporates provisions and clauses = that are in effect through Federal Acquisition Circular 2001-13 effective 18 March 2003. The Government intends to award one contract line item = number (CLIN) for a Portable Ground Based Microwave Radiometer. The Radiometrics Model WVP-1500 water vapor profiling radiometer is the only off-the-shelf product that meets the required performance specifications. The requested portable microwave radiometer for measuring total integrated liquid water and total water vapor = content must meet the following design specifications: Operational frequencies between 20 GHz and 30 GHz. Provide total integrated liquid water = content accurate to within 10% at 1.5 mm. Total integrated water to be updated every 2 minutes. Provide water vapor profiles from the ground to 10 km AGL with a vertical resolution of 250m. The retrieval is to be = accurate to within 2 mm for quantities up to 50 mm. Water vapor profiles to be updated every 2 minutes. Instrument accuracy: 0.5=B0 Kelvin. = Instrument resolution: 0.25=B0 Kelvin. Radiometric range: 0=B0 to 700=B0 Kelvin. Operating temperature range: -20=B0 C to 50=B0 C. Storage temperature range: -30=B0 C to 70=B0 C. The device = shall be capable of continuous unmanned operation for period of at least 500 = hours. Demonstrated operation (>1 year) in Arctic, temperate, and tropic = climatic zones. Mean time before failure: 10,000 hours. Include a system = computer and all the necessary software to operate the radiometer and reduce the data to meteorological quantities specified in 2) and 3). Include a = copy on CD-ROM of all computer vendor supplied software (i.e., operating = system and related software) to allow reconstruction of the system computer. Include the source code on CD-ROM for all radiometer specific software including the retrieval algorithms to permit complete reconstruction of the system computer. The data shall be automatically reduced to an ASCII format. Include a data output device such as a CD-RW drive. Include all the necessary sensors and equipment to calibrate and operate the device. Include software-based procedures for self-calibration. The device = shall operate in light rain or snow (2 mm/hr). The device shall include = heaters and/or other devices to permit operation in light rain or snow. The device shall include a sensor/method to automatically identify and flag the data for the presence of precipitation or condensation. The radiometer shall include integrated surface temperature, humidity and pressure sensors accurate to 0.5=B0 C, 2%, and 0.3 mb, respectively. = All electrical connectors shall be weather tight mil-spec. Include the capability for computer controlled scanning in elevation. Include = training on radiometer setup and usage. Include instruction manuals that detail the setup, operation, and maintenance of the instrument. Device must = be small and portable. Include an instrument tripod/stand with integrated leveling capability. All equipment is to be new and unused. Quotations that do not include = prices for all requirements will not be considered. The item must be = delivered no later than 25 days after contract award. Deliver to Hanscom AFB, = MA. 01731.
