- The United States Department of Agriculture, Natural Resources Conservation Service (USDA, NRCS) has a requirement for Soil Mapping and Technical Soil Services. This is an OMB Circular A-76 Direct Conversion with Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing Soil Mapping and Technical Soil Services for the listed locations in Kansas. In accordance with OMB Circular A-76, commercial offers will be compared with the Government?s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. The final products of these services consist of technical soil services and soil survey maintenance products within a designated geographical area to be shown in the solicitation. Major components of the work include: researching existing information pertaining to the soil survey area (i.e. existing soil surveys, topographic and geologic maps, literature review, geographic system analysis of spatial distribution and slope properties of mapunits, aerial photographic interpretation); producing preliminary report of findings, production of a soil survey maintenance workplan, conducting soils investigations related to technical soil services (i.e. wetland determinations and delineations, pond and septic on-site investigations, conducting special soil studies related to soil?s information deficiencies, presentations on soils and conservation activities, soil judging), collecting and analyzing field data, and identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards; preparing samples of the soil profile and descriptions from the surface to a depth of 80 inches; classifying soils by Soil Taxonomy, developing mapunits and updating mapunit composition, compiling official field notes, soil profiles, field transects and entering all documentation into the National Soils Information System (NASIS), products generated from NASIS include data mapunit object, check reports and mapunit description report, updating Official Series Descriptions, Soils-8 forms, soil characterization sampling, generation of digital soils layer that meets Soil Survey Geographical Database (SSURGO) standard. A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price, technically acceptable, selection process will be used with any resulting award being a firm-fixed price service contract. This will be a negotiated contract and oral presentations may be required. Technical and cost proposals will be required. This solicitation is set-aside for Small Business. NAICS Code: 541370. Size Standard: $4.0 million. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov.
