- This action was previously synopsized under Sources Sought Announcements identified as NRCS-A76-5-SD-03 and NRCS-A76-5-SD-03 (2nd Notice). The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil mapping services throughout the state of South Dakota. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. The final products of these services are completed and field correlated soil surveys for designated geographical area to be shown in the solicitation. Major components of this work include: researching existing information pertaining to the survey area (i.e., existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil mapping activities, collecting and analyzing field data, and identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards in order to remap or update mapping; preparing samples of the soil profile and descriptions from the surface to a depth of 80 inches; classifying samples by soil taxonomy and assigning a series name; developing map units and maintaining official map unit legend; compiling official field notes, soil profile descriptions, field transect forms, and delineating map units on-screen digitizing soils delineation to SSURGO standards and accurately entering all data into the National Soils Information System (NASIS). A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four, one-year renewal options. The selection process will utilize the lowest price technically acceptable method. This will be a negotiated contract and oral presentations may be required. Any resulting award will be firm-fixed price service contract. This solicitation contains no set-asides. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be available. All questions must be directed to the contracting officer in writing by e-mail at mavis.johnson@sd.usda.gov, by fax to 605-352-1270, or by letter to Mavis Johnson, Contracting Officer, USDA-NRCS, 200 Fourth Street SW, Huron, SD 57350. No questions will be accepted by telephone. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
