Description
This action was previously synopsized under Sources Sought Announcements identified as NRCS-A76-4-SD-03 and NRCS-A76-4-SD-03 (2nd Notice). The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for administrative support services. This is an OMB Circular A-76 Direct Conversion with Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing administrative support services in Brookings, Pierre, and Rapid City, South Dakota. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. Major components of this work include: perform independent data collection, develop specialized reports and manage report tracking system; manage the accountable property system; provide user account and registration support for technical service providers and staff; prepare and manage written communications; provide personnel management support and serve as confidential assistant; manage purchase card system; develop reports, manage user accounts and provide user support for agency accomplishment reporting system; coordinate and manage meeting and conference services and document meeting discussions; provide administrative services training; manage vehicle fleet; support cooperative agreement development; coordinate technical and non-technical training activities; perform Civil Rights reviews; prepare and manage staff calendars; assist with program contract administration; maintain agency directives; lead and manage agency file management activities; assist with special requests; process travel requests and travel vouchers; monitor and request supplies, equipment, furniture and services; conduct basic clerical research; provide direct clerical support assistance requiring proficient use of computer applications; manage office space; manage incoming and outgoing telephone calls; receive visitors; provide mail and fax services; and provide document duplication services. A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four, one-year renewal options. The selection process will utilize the lowest price technically acceptable method. Any resulting award will be firm-fixed price service contract. This solicitation contains no set-asides. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be available. All questions must be directed to the contracting officer in writing by e-mail at mavis.johnson@sd.usda.gov, by fax to 605-352-1270, or by letter to Mavis Johnson, Contracting Officer, USDA-NRCS, 200 Fourth Street SW, Huron, SD 57350. No questions will be accepted by telephone. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
