- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil conservation technician services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost-effective method of providing soil conservation technician services for the listed locations in Texas. In accordance with OMB Circular A-76, commercial offers will be compared with the Government?s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. Government personnel are currently providing these services. The final products of these services are completed and field correlated for designated geographical area to be shown in the solicitation. Major components of this work include: managing work requirements, promoting best practices in conservation, providing soil conservation technical application guidance, inspecting and certifying conservation practices, facilitating conservation activities through coordination, and educating general public on conservation issues and activities. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price service contract. Firms will be evaluated on the evaluation criteria listed in the Request for Proposal to determine technical acceptability. This solicitation is unrestricted. NAICS Code: 541990. Size Standard: $6.0 million. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov.
