- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil mapping services for locations in Buffalo and Riverton, Wyoming. In accordance with OMB Circular A-76, commercial offers will be compared with the Government?s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. The final products of these services are completed and field correlated soil surveys for designated geographical area to be shown in the solicitation. Major components of this work include: researching existing information pertaining to the survey area (i.e., existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil mapping activities, by collecting and analyzing field data on soils; identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards; recording soil profile data from the surface to a depth of 80 inches; classifying soils by soil taxonomy and assigning a series name; developing map units and maintaining official map unit legend; interpreting soil data to determine land use limitations, correlating soils to ecological sites; and entering all documentation into the National Soils Information System (NASIS); developing a soil survey manuscript; digitizing soil maps; and providing technical soils assistance to NRCS. A single award is anticipated for this solicitation. Any contract resulting from this solicitation will have a one-year base period and four one-year renewal options. The selection process will utilize the lowest price technically acceptable method. This will be a negotiated contract and oral presentations may be required. Technical and cost proposals are required. Any resulting award will be a firm-fixed price service contract. This solicitation contains no set-asides. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at that website. Hard copies of the solicitation document will not be available.
