- Description
- Sources Sought/Market Research Announcement for Information Technologies Services including Scientific Development for Meteorological Products. This announcement constitutes a Sources Sought/Market Research announcement. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), has a requirement for the continued maintenance and support of the Central Environmental Satellite Computer System (CEMSCS) located in Suitland, Maryland. A Draft Statement of Work and related appendices are attached. The place of performance will be either the Government?s facility in Suitland, Maryland or the contractor?s work environment. This will be based on on-site and off-site work. The Government anticipates the award of a Performance Based Service Contract that will include award terms. The period of performance is estimated to be for a base year consisting of twelve months and four option years consisting of twelve months each. Prior to completion of each one year period of the contract, the Government will evaluate the contractor?s performance and, based on that evaluation and award term plan, award the contractor an award term consisting of twelve months. This could potentially increase the contract for an additional five year period. The average annual funding for this requirement in the past has been $10 to $12 million. The perspective contract will be performed and impacted by the organization?s planned move to a new building on the current campus in approximately January 2005. Interested parties shall provide the Government with information as follows: (1) Name of Company-include a contact person's name, telephone number, and email address; (2) Company Address; (3) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), or Hubzone Small Business); (4) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (5) Identify whether the services identified in the Draft Statement of Work are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices and whether these services are exclusively provided to the Government; (6) Identify standard commercial terms and conditions typically associated with these services; (7) Describe your ability to meet specifications and standards (ANSI, OSI, ISI, ISO, CMM Levels, etc.) typically associated with the requirements, identify any difficulties associated with standards and whether there are standards that would impose undue burden on a contractor providing these services; (8)(a)Small business should provide information that identifies how they will meet the requirement that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern in compliance with FAR 52.219-14; include information that identifies contracts where you have met or exceeded this percentage for similar requirements; the information shall include contract number; Government agency name and address; contract funded amount; and a brief description that addresses meeting the 50 percent requirement and the process in place that led to successful achievement; (b) Large businesses should provide information that identifies the percentages for small business subcontracting that can be reasonably achieved for this requirement and explain how you plan on achieving these percentages; include information that identifies contracts where you have met or exceeded your goals for similar requirements; the information shall include contract number; Government agency name and address; contract funded amount; and a brief description that addresses the subcontract percentages and the process in place that led to successful achievement of the goals; (9) Describe your experience with similar types of requirements of similar scope and magnitude and whether they were performance-based - include the contract number; Government agency name and address; contract funded amount; and a brief description that describes the similarities and your performance; identify positive and negative incentives both monetary and non-monetary that were incorporated into previous contracts; provide information that identifies the types of incentives that would motivate successful performance by your company for this type of requirement; (10) Describe how issues pertaining to continuity of service and reduction of learning curve is approached by your company including approaches taken by the Government that have helped to reduce the risk associated with learning curve and continuity of services issues; (11) Include information that identifies your company?s qualification and capability to meet the Government?s requirements including staffing, experience, past performance, and organizational management; and, (12) Include any comments or recommendations you may have regarding the attached Draft Statement of Work. Responses should be provided in a hardcopy and include twelve copies; no more than 50 pages in a 10 or 12 point font; New Times Roman or similar. In addition, companies shall include one electronic version of their submission on a compact disc (CD) formatted in Word or WordPerfect. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
