Description
The Fleet and Industrial Supply Center, Norfolk Detachment Washington DC (FISCNORDETWASH) intends to award competitive commercial item procurement for the U.S. Naval Academy Washington, DC. The award will be based on the delivery, technical acceptability, and price. The North American Industrial Classification Code System (NAICS) is 334516. The Federal Supply Classification (FSC) for this requirement is 6780. Solicitation number N00600-03-R-1046 will be available approximately April 7, 2003 and can be downloaded from the Navy Electronic Commerce Online (NECO) website (http://www.neco.navy.mil). This acquisition is being conducted using FAR Part 13 procedures. The Government may award on initials. The Government is (1) not required to determine a competitive range; (2) is not required to hold discussions; and (3) is not required to provide offerors with an opportunity to submit final revised proposals." The delivery date for this requirement is 30 days after award. This requirement is for PARTICLE IMAGE VELOCINETER. The requirement includes the following: 1) CAMERAS: 2 12bit cameras for PIV stereo acquisition, Minimum CCD array ? 1280 x 1024,Minimum PIV frame rate ? 4 Hz,Readout noise < 6 electrons, Scheimpflug lens mounts. 2) LASER: 120 mJ @ 532 nm, 15 hz Nd:YAG dual cavity pulsed laser, Extended base plate for 266 nm (UV) laser upgrade, 4th Harmonic generator for laser, Dichroic mirror set for 266 nm, All necessary cables for control and synchronization. 3) QUARTZ LIGHT SHEET OPTICS: Ring adjustable spherical with 20 cm to 200 cm range, Cylindrical: -10mm, -20mm. 4) COMPUTER: Minimum 2.0 GHz multi-processors, Minimum 1 Gbyte RAM, Minimum 120 Gbyte hard drive, Read/Write CD ROM, 1.44 Mbyte floppy drive, Minimum 17 inch flat screen monitor, (2) 8mm external tape drives, minimum 60 Gbyte plus software, 100 Mbyte Ethernet card, System software integration and testing. 5) SOFTWARE: Complete integration with hardware components, PIV algorithm support including: Adaptive multi-pass correlation, Average correlation, Second order correlation, Particle tracking, Import/export capability to graphics package, Velocity field derivatives, Image manipulation, Software upgrades for 2 years. 6) ADDITIONAL SYSTEM CAPABILITIES: Internal and external trigger capability, Ability to mask out portion of measurement region without saving data from masked region, Ability to capture 2000 stereo or 4000 planar PIV pairs at one time, Ability to set delay between laser pulse and camera. 7) ADDITIONAL SYSTEM COMPONENTS: Add on intensifier for camera, P43 phosphor, Stereo PIV calibration unit with manual traverse, Mounting rail and 2 tri-axis camera mounts, Heavy duty tri-pod for mounting cameras and rail, (2) 532 nm and (1) >570nm (fluorescence) camera filters, (3) 1 in diameter dielectric 266 nm mirrors plus mounts, 266 nm 50-50 beam splitter. 8) INSTALLATION AND TRAINING AT USNA: Successful demonstration of system capabilities once installed. Training to include system installation and operation to last 1-2 days for 4 people. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
