- Description
- The General Services Administration (GSA) announces an opportunity to provide design-build services for repair and alteration of the Federal Building, 300 North Los Angeles Street in Los Angeles, CA. The estimated total construction cost is between $20,000,000 and $28,000,000. The project will be performed in phases with a total contract completion time estimated at 30 months. The projected design work includes, but is not limited to, swing space design, phasing coordination, tenant improvement design development and construction documents, including fire, life, safety and security requirements and compliance with ADA, design of curtain walls, column covers, millwork, finish materials; revisions as required to building environmental and power systems; and all related architectural and engineering design as required by the construction work. The projected construction work scope involves activities on the basement and first floor levels and in all stairwells and includes, but is not limited to: demolition of existing interior and exterior building components, abatement of hazardous materials including lead paint and asbestos, welding of structural plates to existing steel support columns and the first floor steel frame, extensive coring of the existing first floor slab, welding vertical support studs in place, casting a new reinforced structural slab on top of the existing first floor, installation of new architectural, electrical, and mechanical systems and finishes including adjustments to the fire sprinkler system. In addition, the building contains eight (8) interior stairwells, which require upgrading including the design and installation of stair pressurization. The work scope also includes the design and construction of one or more completely functional and secure swing spaces that can be utilized by the building tenant agencies at each successive phase of the work. The building will remain fully occupied throughout construction. The design-build contractor shall be required to demonstrate a certain level of expertise and capability. This solicitation is being made under FAR Part 15 and FAR Part 36, 2-Step Design Build Source Selection. Phase One will identify those firms that are most highly qualified based on evaluation of a Request for Qualification (RFQ) Package. A maximum of five (5) firms will be selected for consideration for Phase Two. Only those firms included in Phase Two will be required to prepare fully developed technical and price proposals. The Government will not allow any stipend for preparation of proposals. Offerors can be a partnership, corporation, association, and/or other legal entity that will have contractual responsibility for the project. A proposed joint venture should provide profiles for all firms in the joint venture. Consideration for the firm is not restricted to any geographic area; however, during execution of the project a functional Los Angeles office will be required. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. Prior to award of the contract, the firm that does not qualify as a Small Business Concern shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. GSA proposes to issue a RFQ for an Architect/Engineer (A/E) under the Design Excellence Program to provide design services for other aspects of the building at a later date. The Request for Qualification (RFQ) Package will be issued on April 11, 2003. Closing date and time of submission for Phase I - RFQ Package is May 22, 2003 (Local San Francisco Time). This is not a request for fee proposal.
