Description
NASA's Goddard Space Flight Center plans to issue a Request for Proposal (RFP), RFP5-01316-GDK, on a 100 percent 8(a) set-aside for Environmental Services to be performed at the Greenbelt, Maryland location. The release date of the RFP5-01316-GDK is anticipated on or about April 22, 2003, with an anticipated proposal due date of May 22, 2003. A combination cost/indefinite delivery-indefinite quantity (C/IDIQ) Incentive Fee (IF), performance based contract is contemplated and will include a two week phase-in, a two year basic, and three 1-year option periods. The areas of responsibility include, but are not limited to the following daily operational aspects of the Center's Environmental Management Program: 1) Environmental Program Management Support - plans and document technical review, regulatory review, procedures and plans maintenance; 2) Air Quality Support - review and assessment of air systems, permit documentation and record keeping, assembly of regulatory reports, program compliance assessment, permit application preparation; 3) Resource Conservation and Recovery Act and Toxic Substances Control Act Support - hazardous and other special waste collection, management and disposal, sampling and analytical services for waste characterization, spill response and cleanup, assembly of regulatory reports, program compliance assessment, permit application preparation; 4) Clean Water Support - sampling and analytical services for waste characterization, spill response and cleanup, assembly of regulatory reports, program compliance assessment, permit application preparation for storm water and industrial discharges, sanitary sewer discharges, groundwater protection and oil operations; 5) through IDIQ - support special studies, investigations and work efforts in environmental management areas (e.g., groundwater monitoring and modeling, environmental geographical information systems development, facilities environmental surveys, outreach activities, chemical ruse and pollution prevention actions, natural resources management, and CERCLA/RCRA assessments and investigations). A draft statement of work and draft of historical workload data is attached to this synopsis. The provisions and clauses in the RFP will be those in effect through FAC 01-12. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total 8(a)set-aside. See Note 1. The NAICS Code and Size Standard are 541620 and $6.0M, respectively. The DPAS rating for this procurement is DO-C9. All qualified responsible sources may submit a proposal, which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The future solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
