- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for Soil Conservation Technical services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of the this study is to determine the most cost effective method of providing soil conservation technical services to private landowners in the Counties of Allegany, Clinton, Essex, Herkimer, Jefferson, Nassua, Onondaga, Otsego, Steuben, Suffolk, Warren, Washington, and Wyoming; New York State. These services are currently being performed by Government personnel. In accordance with OMB Circular A-76, commercial offers will be compared with the Government’s costs of performing these services. If this comparison reveals that it is more cost effective for the Government to perform these services, the work will remain in house, and no contract will be awarded. Major components of this work include: basic conservation planning services; field investigations and topographic surveys; inventories of soils, livestock, water resources; collection of data for planning, design and construction of soil and water conservation practices; these services include performing designs of conservation practices, and providing construction quality assurance during construction of these conservation practices. The services provided include explaining applicable USDA NRCS programs and working cooperatively with local Conservation District staff and other partner agencies. Any contract resulting from the solicitation will have a one-year base period and four one-year options. The lowest price, technically acceptable selection process will be used and any resulting award will be by firm-fixed price, performance-based service contract. Firms will be evaluated based on the evaluation criteria listed in the request for proposals to determine technical acceptability. The solicitation will be unrestricted. The solicitation will be available on or about April 21, 2003 and must be downloaded from this web-site. Hard copies of the solicitation will not be available. All questions must be direct to the contracting officer in writing by e-mail at laureen.eipp@ny.usda.gov, by facsimile to (315) 477-6560, or by mail. Telephone inquires will be not accepted. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the agency. The U.S. Government reserves the right to retain the work in-house and make no contract award.
