- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil conservation technician services in Maryland. This is an OMB Circular A-76 Cost Comparison Study. These services are currently being performed by Government personnel. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. The final products of these services are to provide soil conservation technical services to private landowners throughout Maryland to include basic conservation planning services, field investigations and topographic surveys, inventories of soils, livestock, water resources, collection of data for planning, design and construction of soil and water conservation practices; these services include performing designs of conservation practices, and providing construction quality assurance during construction of these conservation practices. The services provided include explaining applicable USDA NRCS programs and working cooperatively with local Conservation District staff and other partner agencies. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest priced technically acceptable selection process will be used with any resulting award being firm-fixed price performance based service contract. Firms will be evaluated based on the evaluation criteria listed in the request for proposal to determine technical acceptability. The solicitation will be available on or about April 21, 2003, and can be downloaded from this web site. Hard copies of the solicitation document will not be available. All questions must be directed to the contracting officer in writing by e-mail at rhonda.tyndall@de.usda.gov, by facsimile to 302-678-0843, or by mail. No questions will be accepted by telephone. The anticipated date for receipt of proposals is on or about May 21, 2003. All responsible sources may submit a proposal, which shall be considered by the Agency. The U.S. Government reserves the right to retain the work in-house and make no contract award.
